More than 80 municipalities reduce the IMI by 2021

In an electoral year, the number of municipalities that decided to reduce rates doubles from the previous year. Only eight carry the maximum.

Next year, homeowners in 84 counties across the country will pay less municipal property taxes (IMI) than in 2020. These municipalities have decided to lower the fees charged for private properties in their territories, according to data compiled by the JN / Dinheiro Vivo on the Finance portal and in the minutes of the municipal assemblies of some chambers that had not yet reported the amount of the tax to the tax authorities.

The municipal property tax rate to be applied in each municipality is decided by the respective city council executives, since it is the municipalities’ own income. The tax is applied to urban and rustic buildings, applying a rate between 0.30% and 0.45% in the first cases and a rate of 0.80% in the second. In some special cases, the maximum rate to be charged can reach 0.50%, for municipalities that are under a municipal adjustment program, such as, for example, Vila Real de Santo António, in the district of Faro.

The rate to be applied can also be defined parish by parish, as is the case, for example, of Gondomar. In this municipality, the parishes of Baguim do Monte, Fânzeres and São Pedro da Cova, Gondomar, Valbom and Jovim and Rio Tinto will apply a rate of 0.42%. The parishes of Foz do Sousa and Covelo, Melres y Medas and Lomba will charge a rate of 0.37%.

Communicate before the end of the year

Until December 31 of each year, all chambers must inform the Tax Authority (TA) of the rate that they will apply within the referred interval. From the survey conducted by JN / DV, discrepancies with the data are noted, which may result from loading errors or other situations.

As has happened in recent years, the number of municipalities that apply the maximum rate has been decreasing in 2021. From the survey carried out -which covers 96% of the municipalities-, only eight will apply the maximum value of 0.45%. This lot includes the municipalities of Alandroal, Caminha, Cartaxo, Mafra, Nazaré, Nordeste, Vila Franca do Campo and Vila Nova de Poiares. In most cases, the justification mentioned is related to the treasury difficulties of the municipalities.

Compared to last year, for the same universe of municipalities, there are at least five municipalities that practice the maximum rate allowed by law. In this group are Resende, Santa Comba Dão, Fornos de Algodres, Portimão and Setúbal. The majority opted for discounts between 0.05 percentage points and 0.01 points. In the proportion of cameras with the minimum allowed rate of 0.30%, there are also more and more municipalities.

By 2021, the IMI that must be paid by owners, and in most cases voters, is the lowest admitted in 170 municipalities. Taking into account the universe for which data already exists, and compared to 2020, there are at least 10 more cameras that opt ​​for the lower rate.

Family IMI

The number of municipalities with the so-called family IMI is also expected to increase. This is a discount depending on the number of children that can reach 70 euros. For example, Espinho and Barrancos will provide this support.

Calendar

If the amount to be paid is up to 100 euros, it must be paid once in May. Between 100 and 500 euros, the payment can be made in two installments, in May and November. From € 500, the tax can be paid in May, August and November. This is if the calendar remains.
