The prime minister began by highlighting that “the situation is serious, more critical than the one we experienced at the beginning of the pandemic.”
He stressed that the current measures “are less intense and concentrated in the weekend” in order to “ensure continuity” for the current academic year and minimally disturb “economic activity.”
Regarding the controversy with commercial spaces, António Costa criticized “schedules and aggressive sales promotion for the sale of non-essential goods” and announced that It is “determined that all commercial establishments and restaurants will be closed from 1:00 p.m. on Saturday to 8:00 a.m. on Sunday (except for establishments that already had opening hours before 8:00 a.m.) “.

Restaurants can only operate from 1:00 p.m. for home delivery, the prime minister explained.
Risk counties: those entering and those leaving
Regarding the list of municipalities at risk, António Costa announced that they would change to 191. They leave 7 (they leave the list Moimenta da Beira, Tabuaço, São João da Pesqueira, Mesão Frio, Pinhel, Tondela and Batalha) and 77. The list of Municipalities with a high risk of transmission of covid-19, subject to more restrictive measures such as the curfew, will increase next Monday (from 00:00) to 191, the Government announced.
Regarding the exceptions, António Costa was peremptory and established that although the exceptions are establishments that already had opening hours before 8 am, “the rule is simple: we have to stay home.”Reevaluated every 15 days by the Government, the list of municipalities with a high risk of transmission of covid-19 is defined according to the general criteria of the European Center for Disease Prevention and Control (ECDC) of “more than 240 cases per 100,000 inhabitants in the last 14 days ”, and considering the proximity to another municipality in this situation and the exception for outbreaks located in low-density municipalities.

Support to restaurants of 20% of the billing break on weekends
António Costa announced a 20% support for restaurants in the billing losses of the next two weekends, revenues that should be compared with the average of the weekends between January and October of this year.
“From the next 25, until the 2020 counter, restaurant owners will be able to communicate what the real income was for the next two weekends, and the support will be 20% of the income for these weekends, according to billing average at the end between January and October ”, explained the Prime Minister.
Costa considers that there were “errors” on the measures and criticizes focusing on the exceptions
The Prime Minister said that the measures to limit circulation taken by the Government in the context of the state of emergency generated “errors”, opening the door to an excess of concentration on exceptions and a devaluation of the rule.
“It is clear that the Government’s effort to balance – certainly due to a deficiency in our communication – generated misunderstandings and opened the door, on the one hand, to an excess concentration on the exceptions and a devaluation of the rule,” said António Costa at the end of the Council of Ministers.
The prime minister regretted that, during the past week, there has been “a kind of contest to see where the exception is for not following the rule of staying at home.”

In this context, according to António Costa, the Government was “forced to eliminate any type of misunderstanding” regarding the restrictions on freedom of movement in the municipalities most affected by COVID-19 during the next two weekends.
