Marques Mendes: GDP grows 5.4% in 2021 and there will be no budget money for the New Bank

Marques Mendes guaranteed in the political comment space on the SIC news that the State Budget does not include money to inject into the Novo Banco. “Private and state banks have already finalized a solution for Caixa (Geral de Depósito), BCP, Santander and BPI to finance the resolution fund, outside of the OE,” said the political commentator, continuing with the forecast what explains a drop in GDP of 8.5% during 2020.

The 2021 EO will already take into account the contraction resulting from the pandemic, but it also points to a recovery next year, which will lead to growth of 5.4%.

“It will mainly be a budget for the transition from a strong economic recession this year and a transition to a recovery that will take place next year and the following years,” said SIC’s Marques Mendes.

On the other hand, the deficit in public accounts may take time to recover. Marques Mendes uses the information he has compiled to affirm that the Government foresees a deficit of 7.3% in 2020 and 4.3% in 2021. “Which means that (a deficit) below 3%, which is a mythical value , only for 2022 and 2023 “, concluded the former minister.

Marques Mendes also reported that the OE should have a growth of 22% in Public Investment and raises the minimum unemployment benefit from 439 to 502 euros. Marques Mendes guarantees that it is not a temporary measure, but a definitive one.

Still in social benefits, an increase of 10 euros is anticipated for the lowest pensions and some figures of the new social benefit are presented, which should add 450 million euros in the OE. In total, 170 thousand people will be covered by these social benefits that seek to ensure that the income of citizens is not below 502 euros of the current poverty line. The new social benefit will also have the novelty of covering part of the so-called self-employed, subject to certain conditions that must be announced in the near future.

“It is a budget with a very strong social burden, which can be understood taking into account the period in which we live,” says Marques Mendes.

The “strong social burden” also limits the possibilities for PCP and BE to participate in the vote against, considers Marques Mendes. The political commentator says that there was a “certain twist” in the PCP’s discourse and even resorts to the metaphor when he affirms that there was even a “courtship” between Prime Minister António Costa and the communist parliamentary group in the last parliamentary debate. “If you notice, this week no one has spoken about the political crisis,” recalled the commentator.

BE will also have difficulties voting against the EO, and the reason for this analysis will be the fact that the Budget already includes the blocking proposals in relation to the new social benefit and the refusal to inject money from the Budget into Novo Banco.
