Marcelo proposes to renew the state of emergency until February 14

The President of the Republic proposed to Parliament the renewal of the state of emergency until February 14, which will be voted on this Thursday.

“The situation of public calamity caused by the covid-19 pandemic continues to worsen, due, according to experts, to the lack of rigor in compliance with restrictive measures, as well as new variants of the SARS-CoV-2 virus, which they still make it more difficult to contain the spread of the disease, ”reads a note on the president’s website.

The renewal of the state of emergency lasts 15 days, beginning at 00:00 hours on January 31, 2021 and ending at 23:59 hours on February 14, 2021, without excluding new renewals.

In the decree of the president, it is present a suggestion from Rui Rio: who can be called retired doctors or nurses.

“Any health professional and reservist who is retired or who has obtained his degree abroad can be mobilized for the provision of health care.”

As the parties had suggested, this decree admits the possibility of closing borders, or suspending and limiting “arrivals from certain origins”, how happened today with brazil, “impose the performance of a diagnostic test for SARS-CoV-2 or the mandatory confinement of people in a place defined by the competent authorities.”

Furthermore, as the parties have already mentioned, the decree provides for the return of distance education. It also specifies that the Government has powers over “any level of education in the public, private and cooperative sectors.”

“The competent public authorities (…) may impose the necessary restrictions to reduce the risk of contagion and implement measures to prevent and combat the epidemic, namely, the prohibition or limitation of face-to-face classes, the postponement, alteration or extension of periods the adjustment of the evaluation methods and the suspension or rescheduling of the examination tests “.

Marcelo Rebelo de Sousa guarantees that the renewal “will allow the Government to take the most appropriate measures to continue fighting in this phase of the pandemic.”

“The country’s hospital capacity is put to the test, even with the mobilization of all media from the NHS, the Armed Forces, the social and private sectors, so there is no alternative to reducing upstream cases, which is only possible with the drastic reduction in infections, which requires strict compliance with current health regulations and the application of travel and contact restrictions “.

The decree will be discussed and voted on this Thursday in Parliament, having already obtained approval, thanks to the favorable votes of the PS and PSD.
