Marcelo Rebelo de Sousa announced in a statement to the country, from the Belém Palace in Lisbon, the renewal of the state of emergency until December 8, transmitting to the country six words that he considers essential.

  • “First, despite signs of a slight drop in the virus spread indicator and a slowdown in the growth of cases in municipalities where the intervention has been carried out for the longest time, the number of deaths increases, the number of intensive care, the number of hospitalized patients in general and can reach maximum values between the end of November and the beginning of December“.
  • “Second, experts confirm that measures take longer and longer to produce the desired effects and the later they are taken, the less effective they will be and the longer they will have to last. “
  • “Third, we now have more specific data on the cases that allow adding common or global measures, measures adjusted to the situation of groups in municipalities with different degrees of severity in their incidence, that is, the severity of the pandemic. “
  • “Fourth, a further increase in cases is likely, or to put it more simply, a third wave can occur between January and February and will be higher the higher the number of cases a month before. In other words, it is important to try to forcefully contain the pandemic process in December even though, days before, the peak of the so-called second wave seemed to have passed ”.
  • “Fifth, if all this requires the consideration, in due course, of renewing the state of exception from December 9 to 23 or more subsequent renewals, Make no mistake, I will not hesitate for a second to propose them so that the government has a sufficient base propose what must be approved “.
  • “Friday And an essential word, in the thinking of political leaders as in that of all Portuguese, is present the brutal pressure that exists on the National Health Service and even the national health system in general, pressure that will increase in the coming days and weeks. and that it should be avoided that it culminates in generalized critical situations, which implies the need to try to contain the course of the pandemic in December and certainly also in the first months of 2021. Because there are two obvious realities, one is that the vaccine – which should be for all who want it, it will not cover those and others who join them later, in less than a few months, and the other, that reaching generalized critical situations in our health structures will be dramatic for the covidual patients and for the many, many more ill non-covid. Even those who, in principle, in view of reality, primacy to the economy and society, for any other reason do not understand, do not accept the global, European and national echo that is given to covid-19, will have to admit that in fact there are covid-19 boarding schools and intensive care who have the right to life and health and there are non-covid-19 patients who have exactly the same right to life and health that the first thing and, therefore, it is necessary to try to guarantee that the referred generalized critical situations do not occur in response capacity, but also in prevention ”.
