Marcelo Rebelo de Sousa has already discussed with António Costa the possibility of having to re-enact the state of emergency in the country. “I said, on October 5, that what is understood to be decided will be decided,” the President of the Republic reminds Expresso, assuming that when the Prime Minister speaks (as happened on Friday, in Brussels) about the hypothesis of returning to the state of emergency, it does so “because it is a matter that has been appreciated in conversations with the President of the Republic.”

Hours before, António Costa had confirmed that the most radical scenario, being undesirable, cannot be removed: “I hope this does not have to reach the point where the President of the Republic must declare a state of emergency again,” he said. And the discourse between the two was articulated for a mixture of dramatization and collective alert: either the register of maximum care is entered or it is inevitable to move towards more radical measures.
