The Government approved this Saturday a series of new restrictions due to the worsening of the pandemic. Starting at midnight on Monday, the country enters a state of emergency and 121 counties will be subject to tougher measures, such as a weekend curfew.

1. The Council of Ministers approved today the decree that executes the declaration of the state of emergency made by the President of the Republic with a duration of 15 days, from 00:00 hours on November 9 to 23:59 hours on 23 of November. Thus, it is determined:

– the prohibition of driving, in certain high-risk municipalities, in public spaces and on roads every day between 11:00 p.m. and 5:00 a.m., as well as on Saturdays and Sundays between 1:00 p.m. and 5:00 a.m., except urgent and urgent trips;

– The possibility of carrying out body temperature measurements, by non-invasive means, to control access to the workplace, public services or institutions, educational establishments and commercial, cultural or sports spaces, means of transport, in residential structures, establishments, facilities of health, prisons or educational centers, and access to the controlled place may be prevented whenever there is a refusal to measure body temperature, or if the person presents a result higher than normal body temperature;
– that may be subject to the performance of diagnostic tests for SARS-CoV-2, workers, users and visitors of health establishments and residential structures for the elderly, continuous care units integrated in the National Network of Continuous Care Integrated responses and another type dedicated to the elderly, children, young people and people with disabilities, workers of the Penitentiary Guard Corps, users and workers of the General Directorate of Reintegration and Penitentiary Services, prisoners and young people hospitalized in educational centers and the respective visitors, workers, students and visitors from educational and teaching establishments and higher education institutions, who wish to enter or leave the national territory by air or sea, as well as who wish to access the places determined by the DGS;
– Strengthening the detection capacity of public health authorities;
– the possibility of requesting a private and social sector;
– mobilization of human resources to control the pandemic.
