Moura and Santos Martins had clear roles in society: the first, who managed to obtain bank credit, took over the commercial area, while the second took over the legal area. It was Ruy Moura who managed to save the company from bankruptcy by transferring a total of approximately 335 thousand euros between 2008 and 2012 to settle the various bank and other debts that Clavinvest has accumulated over time.

Ruy Moura, however, had other construction and property development companies. And it was one of them (Valormor – Investimentos Imobiliários, Comércio e Serviços Lda) that gave rise to a legal dispute with the Argomaniz company. He accused Moura’s company of illegally taking possession of the Hotel da Vila, in Cascais, and managed to win a civil action in the first instance on February 28, 2014. Valormor did not stay and appealed to the Relação de Lisboa. And this is where Rui Rangel and Fátima Galante enter the scene, who, according to the MP, were his hidden partners in Clarinvest.

The appeal of Valormor and Ruy Moura was filed on the Lisbon List at the end of 2014 and had as its author the lawyer José Santos Martins, who, in this specific story, assumes the triple role of defender of Ruy Moura, Fatima’s lawyer Gallant and alleged Rui Rangel’s forehead.

On January 19, 2015, the day before the distribution, Rui Rangel sent an SMS at 6:16 pm to Luís Vaz das Neves, then president of the Lisbon Court of Appeals:

“Good afternoon Luis Grande President

Already there. Is for tomorrow. Please don’t forget.

Hug”

The matter is not explicit in the text of the telephone communication but the MP believes he has indications that Rangel was referring to the draw that would take place the following day. That is, and as in other cases in which Rui Rangel was interested, the then judge wanted Vaz das Neves to prevent the electronic draw (which ensures the randomness of the decision in the name of the principle of the natural judge) and that, as leader of the Lisbon List, call for the distribution of the Ruy Moura appeal.

Without having received a response, Rangel insisted at 6:37 pm with Vaz das Neves, of whom he was very close, as well as with his wife Dina Vaz Neves, who was also a judge in the Lisbon Relationship:

“Hello, hello president”

Only three hours later, Vaz das Neves only replied: “Hug, friend. Luis”

The next day, January 20, 2015, the records were not, in fact, subject to computerized distribution, as they should have been (since they first entered the distribution list of the Lisbon List), having been ordered to distribution to Judge María de Fátima Galante of the 6th civil section.

The deputy says that the financial counterparts underlying the indictment of a passive corruption offense began even before the appeal was filed on the Lisbon List. In fact, and according to the indictment, José Santos Martins presented the allegations of the appeal in the court of first instance on March 17, 2014 and that same day a cash deposit of 30 thousand euros in the story of Fátima Galante and her son João Rangel (son born from Galante’s relationship with Rui Rangel) at BCP. There were 40 notes of 50 euros and 1,400 notes of 20 euros were deposited. Galante, says the MP, “took care to inform Rui Rangel of the deposit of this amount in the referred bank account.”

With that amount, Galante paid debts with a credit card and loans associated with Rui Rangel’s accounts (approximately 16 thousand euros) and transferred over 10 thousand euros for your and your child’s account.
