The Government delivered this Wednesday, in parliament, the law that makes the use of a mask in the street mandatory and the “use of StayAway Covid in the workplace or similar, school and academic”, under penalty of a fine of up to 500 euros.

The executive has urgency in discussing this diploma and has proposed that it be debated in the Assembly of the Republic on Friday, October 23, a government source told Lusa.

In the text, to which Lusa had access, a system of fines of between 100 and 500 euros is foreseen for cases of non-compliance with the law.

Article 4 of the law establishes that “it is mandatory, in the work or similar, school and academic context, the use of the Stayaway Covid application by equipment owners that allow it.

And it is determined that this obligation “covers in particular workers of public functions, employees and agents of the Public Administration, including the business sector of the State, regional and local, professionals of the Armed Forces and Security Forces.”

A third provision establishes that the user with a confirmed case must, “in the terms defined by the DGS”, complete the codes in the application.

In the explanatory statement, the executive maintains that it is “essential to establish” a “sanctioning regime that ensures scrupulous compliance, by the population, of the measures that are essential to contain the infection”, with respect to the “mandatory obligations of the use of a mask and use of the mobile application ”.

Regarding the use of a mask on the streets, it is always mandatory to “be impractical” to maintain physical distance between people.

“The use of a mask or visor is mandatory for people over 10 years of age to access, circulate or stay in public spaces and roads when the physical distance recommended by the National Health Authority is impractical,” reads the text. of the proposal.

The law establishes three exceptions to this obligation, in the case of “dealing with people with cognitive disabilities, development and mental disorders”, who must have a medical certificate of polyvalent disability or medical statement.

The exception is also provided for people with a “clinical condition” who “do not agree with the use of masks”, accredited through a medical statement.

The use of a mask or visor is also waived if “it is incompatible with the nature of the activities that people carry out”, without specifying which ones.

The control of the law, according to the text of the proposal, “is in charge of the Republican National Guard, the Public Security Police, the Maritime Police and the Municipal Police.”
