The Census 2021 operation begins this Monday with the delivery of letters that allow citizens to respond to the census questions through the Internet, conditioned this year by the covid-19 pandemic.

If in the 2011 Census about 50 percent of the responses were made through the Internet, the National Institute of Statistics (INE), which coordinates the entire census, expects that this year the number of responses sent electronically will increase.

Starting Monday, households will begin to receive letters with codes and passwords that will be used to access censos2021.ine.pt, where they will be able to give their answers from the day of the census, scheduled for April 19.

It is on this date that all responses must be reported, although the population has until May 3 to submit their responses.

Although responses through the Internet are the preferred mode, with the e-Census application accessible by computer, tablet and mobile phone, the INE has alternatives.

People who have no way of accessing the Internet or cannot be contacted in person can use the support number 210542021 to respond, they can use the electronic counter in their parish council or complete the classic paper questionnaires delivered by the enumerators, who they will follow a “strict Public Health protocol.”

This face-to-face work, which is expected to be “residual”, will also be distributed among the approximately 11,000 enumerators hired by the INE between the end of January and April, who will enter the scene from May 31 to collect the answers that have not yet arrived by phone or electronic means.

To answer the questions, a pre-filling procedure of variables related to accommodation and buildings will be used for the first time with the data collected in 2011, which may be confirmed or modified.

In the questions about profession, economic activity or higher education there will be a new function that gives suggestions to those who are completing the questionnaire.

The questions to be answered in the questionnaire have some differences this year, with variables that come out and others that come in.

The questions about the individual situation will appear on the reason for the migration, if applicable, and also questions about where the census is being answered, or frequency of employment, or number of hours worked or how many workers are scheduled. the company.

In the housing section, you begin to wonder how long you have been living in the accommodation and if you benefit from the support for the lease, leaving doubts about the water supply system, the sanitary and bathroom facilities or the energy source used for the heating.

The questionnaire also includes several questions about the type of construction of the building where you live.

In total, around 15 thousand people will be involved in the realization and processing of the 2021 Census data.
