First day with 21 proposals approved against the PS vote
On the first day of the specialty, proposals to modify the PSD were approved, such as increasing the amount to 5.6 million euros of the Municipal Emergency Fund, stopping the captivity of regulators and the exceptional attractiveness of people with disabilities in the Armed Forces, social subsidy. mobility of air and maritime services between mainland Portugal, Madeira and the Azores and reduction of airport charges at Madeira and Porto Santo airports.

Second day of voting with 11 more approved proposals
On the second day of voting, which took place this Monday, 11 more amendments to OE2021 were approved against the will of the PS. The first negative majority on the second day resulted in the approval (albeit partial) of the PAN proposal on the Covid-19 Social Sector Support Line, ensuring the extension of the measure “during the first quarter of 2021”. The remaining points of the proposal were rejected.
Two PSD proposals were also approved, the implementation of recovery measures for the Leiria National Forest, with “a minimum value of 5 million euros”, and the automatic transition of balances from the Institute of Registries and Notaries from 2020 to 2021. The negative coalitions also allowed the approval of the CDS-PP proposal for greater transparency and more justification in public procurement.
The PAN approved, without the consent of the PS, the creation of a national monitoring network for victims of sexual abuse and the creation of an incentive program for the sustainable management of agricultural habitats. Against the intention of the PS, it also received a ‘green light’ from the regulations of the Organic Law and the Staff Regulations of the Judicial Police in the first semester of 2021, suggested by the unregistered deputy Joacine Katar Moreira.
But the ENP was nevertheless the party that saw the most proposals approved by “negative coalitions” on the second day of voting. In all, he had five proposals approved without the PS: the creation of 400 new intensive care beds; free entry for young people up to 18 years and students of higher education in museums; the evaluation and reformulation of public support for forest biomass power plants; recovery of the Pinhal de Leiria; and creating a unique regime for fuel management band networks.
The development of a plan for the remodeling and construction of new Public Security police stations in the Autonomous Region of Madeira, proposed by PSD / Madeira, was also approved by a negative majority.
Voting continues this Tuesday and will continue through Wednesday, with the final global vote for OE2021 scheduled for Thursday. So far, the third day of voting has already led to six more amendments proposed by a negative majority: that the list of users per family doctor meets a maximum of 1,917 weighted units; the use of proceeds from the Environmental Fund for use in a Strategic Environmental Assessment for Mining; execution of the contract for the consolidation of the area of operation in the scanning area of the old mine Jales; Strategic environmental assessment for the new Lisbon airport; and asbestos removal program funded by OE2021.
In the case of the Strategic Environmental Assessment of the airport, two proposals were approved (one from the PAN and the other from the ENP).
