The blocking coordinator, Catarina Martins, assured today that “the great desire of the Left Bloc is for there to be an agreement” to make the State Budgets for 2021 viable, challenging the PS to “take steps towards a negotiation” that resolves the impasse.

“There are still unresolved differences on fundamental issues due to the intransigence of the PS. We hope that the PS can take steps towards a negotiation, ”Catarina Martins responded to journalists when asked about the State Budgets for 2021 (OE2021).

At the end of a meeting with the Portuguese Confederation of Micro, Small and Medium Enterprises (CPPME), the BE coordinator guaranteed that the party “has already evolved in its positions to meet with the Government”, accusing the socialist executive of not having evolved . Nothing in their posts and I have not yet found a solution for any of these paths ”.

“The great desire of the Bloco de Esquerda is that there be an agreement, that there be solutions, that is what the country needs. That said, the solutions have to be concrete ”, he guaranteed.

According to Catarina Martins, “BE has been making proposals to the Government since June for this State Budget”, but only on Thursday morning “it had access to a government document with counterproposals.”

“There are issues on which there is agreement, but there is no progress on the most decisive issues,” he said.

Asked about possible new meetings between BE and the Government before the delivery of the budget proposal on Monday, scheduled for Monday, the bloc leader only said: “We have met many times. The meetings have been organized very quickly whenever it has been necessary ”.

“We are working to overcome the impasse because the country needs solutions and we are very focused on that,” he replied when asked if BE will vote against OE2021 if the impasse continues.

The PS, according to Catarina Martins, is that it “has to negotiate” OE2021 since “it does not have a majority in parliament.”

“There has been progress in the negotiations. Although we had different positions, there is agreement on issues to reinforce ACT’s competencies and increase inspectors and BE has not been stuck in positions of principle, it has found several solutions ”, he assured.

The coordinator of the blockade reiterated the existence, between the Government and the BE, of an “impasse in fundamental points of the negotiation.”

“Everyone understands that these concerns are not BE’s, they are concerns of the entire country,” he said.

Thus, according to Catarina Martins, the issues on which it has not been possible to reach an understanding have been the urgency of a “National Health Service with response capacity” and that public support be in the name of employment, in addition to the issue of the New Bank.

The Council of Ministers approved this Thursday the proposal for State Budgets for 2021 “in general”, but there are “still some issues to be closed” by the Executive, an official government source told Lusa.

According to the same source, the Executive will meet again to close the files that are still open, and the date of this new Council of Ministers is not yet known.

During the information session of the Council of Ministers that took place on Thursday, the Minister of State and the Presidency, Mariana Vieira da Silva, argued that the negotiation of a State Budget “is always an exercise of rapprochement between parties within a framework of availability and responsibility in the approval of the Budget ”.

After being delivered by the government to parliament on Monday, the OE2021 proposal is voted on in general on October 28, and the final global vote on the document is scheduled for November 26.
