The diploma establishes the conditions of access to the benefits of those who were especially exposed to the risk of contagion by the SARS-CoV-2 virus, during the period corresponding to the first declaration of the state of emergency and its renewals, from March 19 to March 2 of May. 2020.

Workers of the National Health Service (SNS) are entitled to this compensation, regardless of the career in which they are integrated.

The Government sought to include all those who contributed with their work to the prompt response of the SNS. Professionals who, during the period identified above, have at least thirty days are included, which include mandatory or optional weekly rest days, as well as situations of prophylactic isolation or illness derived from SARS-CoV infection. -2, functions performed, practicing acts directly related to suspects and patients infected by COVID-19 in the context of observation, clinical evaluation and therapeutic approach, as well as identification of contacts, active and superactive surveillance of contacts and confirmed cases of disease, epidemiological investigation and collection and processing of samples for laboratory tests of SARS-CoV-2, including Support activities for the same events, in one of the following areas and units or in one of the following departments:

  1. Areas dedicated to COVID-19 of establishments and health services defined as first and second line referral units for the admission of persons suspected of or infected by SARS-CoV-2;
  2. Areas dedicated to COVID-19 (ADC) in primary health care and emergency services of the SNS (ADC-Comunidade and ADC-SU);
  3. Intensive care wards and units dedicated to treating COVID-19 patients, as well as laboratory collection and processing units or services;
  4. Public Health Units.

Thus, health professionals who performed functions are covered, either in the areas provided in the establishments and first-line health services to the response of COVID, as defined until March 26, 2020, or in the areas provided for in health establishments and services that were established by Regulation No. 004/2020, of the General Health Directorate, of March 23, both in the ACES Public Health Units and in the Public Health Departments the ARS.

In the preparation of this diploma, the right of participation was guaranteed to all unions representing professionals in the health sector, who had the opportunity to comment through formal meetings on the subject, the Government having collected contributions for a fair, objective and equitable process.
