On the first day of voting for the specialty, the Government and the PS were unable to stop what they fear most: negative coalitions. The Executive wants to curb the budgetary impact of the negative majorities, for fear of distorting the OE proposal and the batteries are directed to the largest opposition party. According to government accounts, of the 21 proposals approved by PSD, 14 aggravate public accounts. “The 21 modifications approved by a negative majority have a preliminary negative impact of more than 20 million euros,” says a financial source to Jornal Economico.
On the first day of the specialty, proposals to modify the PSD were approved, such as increasing the amount of the Municipal Emergency Fund to 5.6 million euros, stopping the captivity of regulators, the social subsidy for air and maritime services between Portugal continental, Madeira and Azores and reduction of airport charges at Madeira and Porto Santo airports, among others. But also proposals from the PCP, PAN and CDS (see table).
“This behavior of the PSD is in sharp contradiction with the leader’s speech. Rui Rio said that this budget has already given everything to everyone and what it has and what it does not have, and that it was an irresponsible budget that did not take care of the future. He said that, on the contrary, he would be in charge of voting on the specialty and taking into account the interests of the country ”, highlights a financial source.
Days before the start of the specialties, the Executive offices sought to quantify scenarios and, in a first estimate, it was estimated that the measures proposed by the PSD had a cost of 700 million euros, in addition to a drop in income from 1,500 to three million euros with the postponement of the Special Payment in IRC Account.
However, if 21 negative coalitions were already worth the first day, in the coming days the bill may increase even more, since proposals with greater weight in spending will be voted on. In Terreiro do Paço, there are fears, in particular, the reduction of tolls in the SCUT, which “will force the State to compensate the concessionaires for the annual loss of up to 100 million euros, for an amount greater than 1,000 million euros. of the life period of the concession ”.
“Additionally, the evidence appears to show that increased traffic on these highways and other secondary impacts would have residual effects to offset the loss of revenue. The only alternative would be to renegotiate the terms of the concession, which seems extremely difficult, with the State beginning to negotiate in a situation of great negotiating fragility in the event that this rule is approved without any prior negotiation framework ”, explains the same source .
With three more days of debate and voting on the specialty ahead, before the final global vote on the proposal, scheduled for November 26, the strategy continues to be to hold the PSD responsible for the changes that can be made, while the Appeals for The majority party led by Rui Rio “shows a greater sense of responsibility in the coming days of voting in line with the message of its leader.”
