With an extended weekend almost on the doorstep, there is also a set of rules limiting movement. On Tuesday, the government decree that regulates the application of the new state of emergency and does not allow movement between municipalities came into force, but there are some exceptions.

According to the Government decree (Decree No. 9/2020) that regulates the application of the new state of emergency, which entered into force on Tuesday, it establishes that it will be prohibited to leave the municipality of residence between 11:00 p.m. November 27 (starting today) and 5:00 am on December 2 "except for health or other urgent reasons". This prohibition applies again between 11 pm on December 4 and 11:59 pm on December 8.

Citizens cannot travel outside the municipality of their domicile between 11:00 p.m. on November 27, 2020 and 5:00 a.m. on December 2, 2020 and between 11:00 p.m. on December 4, 2020 and 11:59 pm on December 8, 2020, except for health or other urgent reasons.

What are the exceptions that allow you to move between counties?

The limitation imposed by the Government decree does not apply ...

  • a) As traveling to professional or similar functions, as testifies:
    • i) Statement issued by the employer or equivalent;
    • ii) Commitment to honor, if the movement occurs between municipalities neighboring the home or in the same metropolitan area, as well as in the case of workers in the agricultural, livestock and fishing sectors;
    • iii) Statement issued by the worker, in the case of self-employed, sole proprietors or members of statutory bodies;
  • b) In dDisplacements in the exercise of their functions or because of them., without the need for a statement issued by the employer or equivalent:
    • i) Health professionals and other workers of health and social assistance institutions, as well as teaching and non-teaching staff of schools;
    • ii) Personnel of civil protection agents, security forces and services, military, militarized and civilian personnel of the Armed Forces and inspectors of the Food and Economic Security Authority (ASAE);
    • iii) Heads of sovereign bodies, leaders of the social partners and political parties represented in the Assembly of the Republic and people with free passes issued in legal terms;
    • iv) Ministers of worship, by accreditation of the competent bodies of the respective church or religious community, in the terms of paragraph 2 of article 15 of Law No. 16/2001, of June 22, in its current wording;
    • v) Personnel from diplomatic and consular missions and international organizations located in Portugal, provided they are related to the performance of official functions;
  • C) Displacement of minors and their companions to schools, nurseries and leisure activities, as well as student trips to higher education institutions or other educational establishments;
  • d) In displacement of users and their companions to the Work Activity Centers and Day Centers;
  • e) Travel to and from frequency of training and performance of tests and examinations, as well as inspections;
  • grease Travel to participate in procedural acts with judicial entities. or in acts of the competence of notaries, lawyers, attorneys, curators and registry officials, as well as for assistance in public services, provided that the respective appointment is accredited;
  • g) In travel required to leave the continental national territory;
  • hat travel by non-resident citizens to places of proven residence;
  • i) Displacement for other imperative family reasons, namely, compliance with shared parental responsibility, as determined by agreement between the holders thereof or by the competent court;
  • j) Year Homecoming.

Notwithstanding the provisions of the preceding paragraphs, in all the trips made, the recommendations and orders determined by the health authorities and the security forces and services must be respected, that is, those relating to the distances to be respected between people.
