The restrictions announced by the Prime Minister, António Costa, for the 121 municipalities with a high incidence of covid-19 cases and that have already been published in the Diário da República, come into effect on Wednesday at midnight.
The choice of the municipalities covered by these measures more restrictive of freedoms followed a criterion adopted by the European Center for Disease Prevention and Control, which determines the high incidence of contagion in 240 cases per 100,000 inhabitants in the last 14 days.
Prime Minister António Costa, meanwhile, asked Marcelo Rebelo de Sousa to approve a new state of emergency, something that is expected to advance soon. In the interview with RTP, the President of the Republic admitted, however, that it will be “different” from what was in force in March, April and May because “society is tired”, but also for reasons of sustainability of the economy and the job.
Thus, according to this diploma, in the 121 counties covered by these restrictions, Residents are advised to have a civic duty of collection at home., although 26 reasons have been decreed that allow free movement to make purchases, work or seek employment, for reasons related to health or justice, emergency, volunteering, assistance to other people, transportation of minors or people with disabilities. In addition, it is also allowed to leave the house to attend cultural events, exercise, walk or feed the animals, among others.
Regarding the organization of work, the decree determines the mandatory adoption of the teleworking regime, but in cases where its application is impossible, companies are obliged to change the hours among their employees.
The resolution of the Council of Ministers determines that, in the 121 municipalities covered by these measures, Retail establishments or service providers must close at 10:00 p.m., While catering establishments must close half an hour later and there cannot be tables with more than six people.
Furthermore, it is Celebrations and other events involving an agglomeration of more than five people are prohibited., unless they belong to the same household. One of the most controversial topics that was generated was prohibition of holding fairs and uprisings, which this decree confirms, although it leaves the possibility of having an authorization granted by the mayor of the municipality in question.
