The facial recognition system to authenticate citizens in Public Administration services was already in a pilot test by AMA – Agency for Administrative Modernization, but raised doubts with the National Data Protection Commission, which asked for explanations about the impact that has the biometric data collection. , from the faces of citizens, may have in terms of data protection. Now the preliminary proposal of State Budgets for 2021 contemplates its use, in association with the Digital Mobile Code (CMD), the newspaper Expresso writes today.
In practice, the goal is for citizens to be able to use facial recognition to access systems, as well as to access mobile phones and computers, without the need to use the Citizen Card and the chip reader.
In the proposal cited by the newspaper, the Government plans to “request, by electronic means, the association of your civil identification number with a single mobile phone number and email address, being able to choose your permanent password by prior electronic verification of validity . of his citizen card and confirmation of identity through the use of a biometric system to compare the facial images collected electronically in real time with the facial image of the citizen card ”.
It should be noted that it is said that facial recognition systems can only be activated by voluntary decision of each citizen and must allow the elimination of images and biometric data of citizens who adhere to the new tool, after having been carried out. It also indicates a comparison with the facial identification elements that appear in the databases of the Citizen Card.
For authentication, software with the capacity to detect life will be used, avoiding fraud with the use of a photograph, for example, and the proposal remains that “for the purposes of the evolutionary development of the system and with the prior consent of the citizen, the AMA, IP (the Administrative Modernization Agency) can collect the image of the citizen’s card and store it for a maximum period of 10 days, ensuring that the stored data is encrypted and not associated with the citizen ”.
The association with the Digital Mobile Key seems to be the form of connection to the systems already used, but its scope can be extended.
The OE proposal proposes that, like the CMD authentication codes, citizens who understand this can use facial recognition authentication in the services that the Public Administration makes available on the Internet, through a specific agreement with the AMA.
With the use of facial recognition data, the activation of the digital mobile key can be done “by videoconference”, also referred to in the proposal, with “the association of your civil identification number with a single mobile phone number and Email address”.
