The City Council of Viana do Castelo approved today, in an extraordinary session, with the abstention of the PSD, a proposal by the Socialist majority to contract a loan of 2.9 million euros for investments to be concluded in 2022.
In presenting the proposal, the mayor, the socialist José Maria Costa, explained that, with this loan, “the economic availability of the municipality is not compromised”, adding that the 2.9 million euros are aimed at “guaranteeing the component national list of applications submitted to community funds and already approved, with non-refundable fees of 85% ”.
He pointed to projects in the urban rehabilitation and urban water circle, requested for the NORTE 2020, POSEUR, POISE, POCH, PDR 2020 and MAR 2020 operational programs.
According to the proposal approved today with the favorable votes of the socialist majority, the CDU councilor and with the abstention of the two elements of the PSD, the loan, for a term of 12 years, for the amount of 2,938,216.95 euros, it will finance “works requalification of school and cultural equipment, social housing, requalification of public spaces and assurance of the national component of projects financed with community funds.”
Contacted by the Lusa agency, at the end of the council session, the Social Democratic councilor Cristina Veiga justified the abstention with the “need for prudence in the use of bank loans.”
“Although we agree with the investments in question, because they are necessary, we consider that in the last year, despite recognizing the crisis that is being experienced, as a result of the covid-19 pandemic, the level of indebtedness of the municipality has been very high”. , Held.
In August, the municipality approved, also with the abstention of the PSD, the contracting of another loan, amounting to 2.7 million euros, at the time justified with investments in roads, school and sports equipment that will be concluded in 2021.
During today’s council meeting, which took place behind closed doors, in the noble hall of the former Paços do Concelho, the Socialist mayor informed the municipal executive of the budgetary assumptions of the Great Options of the Activity Plan and Budget for 2021.
The document will be “very focused” on supporting the population in the fight against the covid-19 pandemic, encouraging the economy and institutions of social solidarity.
Other points are related to the “implementation of the current community support framework with investments in basic infrastructure, education, social and health facilities, urban rehabilitation and urban planning of civic centers in the parishes.”
The budgetary assumptions of the socialist majority for 2021 also include the “framing of municipal projects in the objectives of the next Community Support Framework, in the areas of sustainable mobility, energy efficiency, culture and basic sanitation infrastructures (Expansion of water networks and sanitation in parishes ”.
The last objective is related to the “candidacy of the projects identified in the National Investment Plan and in the Economic Recovery and Resilience Plan”.
He pointed out the projects for the new Neiva Valley highway, the new bridge over the Lima river, business reception areas in Alvarães, Barroselas, Castelo Neiva, Cardielos, Carvoeiro, Neiva and Lanheses, a cruise terminal, new health centers ( Meadela, Alvarães, Litoral Norte), social housing, university residences and comprehensive care units.
To Lusa, the CDU councilor, Cláudia Marinho, said that she proposed to the socialist majority the inclusion, in the budget for 2021, of the “decentralization of the integrated responses of specialty (oncology, cardiology, vascular surgery) of the Local Unit Alto Minho Health Department (ULSAM) for a building to be defined in the center of Viana do Castelo ”.
