The Resolution of the Council of Ministers has already been published in the Diário da República, which determines the limitation of circulation between the different provinces of the country between midnight on October 30 and 6:00 am on November 3. In these five days, of which three are for work, and which include celebrations such as All Saints (November 1), All Saints (November 2) and even Halloween (October 31), only “Exit from council of habitual residence ”by “Health reasons or other reasons of imperative urgency”, it reads in the document.

There is six exceptions to these rules, for health professionals, authorities or deputies for example. The rest of the workers must have an employer declaration, but those who work in the municipalities surrounding their habitual residence or in the same Metropolitan Area, it is enough for them to swear under an oath of honor. The Government’s justification for imposing the limitations in these five days is “the exceptional situation in Portugal and in the world” and “to avoid the proliferation of registered cases of contagion of Covid-19 and a setback in the containment of the transmission of the virus and spread of the disease ”. António Costa adds that the measure points exactly andvitar “the movement of citizens outside the municipality of habitual residence that could occur on the occasion of the feast of All Saints and the Day of the Dead”, which, in his opinion, could contribute to sources of disease transmission.

There are only six exceptions to travel outside of the special residence councils, which do not apply:

Health professionals and other workers in health and social support institutions, as well as teaching and non-teaching staff in schools;

Civil protection agents, security forces, military, militarized and civilian personnel of the Armed Forces and inspectors of the Food and Economic Security Authority

To the holders of political positions, magistrates and directors of the social partners and political parties represented in the Assembly of the Republic;

To the ministers of worship, by accreditation of the competent bodies of the respective church or religious community.

Support the personnel of sovereign organizations and parties with parliamentary representation, provided that the respective professional relationship is accredited through a worker’s identity card or other suitable document;

Traveling for the purpose of carrying out professional or similar activities, provided that:

    • Make a statement, under honors, if the movement occurs between municipalities adjacent to the habitual residence or in the same Metropolitan Area;
    • Or they are provided with a statement from the employer, if the trip is not limited to the areas defined in the previous subsection.
    • Displacements of minors and their companions to schools, nurseries and leisure activities, as well as displacements of students to higher education institutions or other educational establishments;
    • Displacement of users and their companions to the Work Activity Centers and Day Centers;
    • Travel to attend trainings and tests and exams, as well as inspections;
    • Traveling to participate in procedural acts with judicial bodies or in acts of the competence of notaries, lawyers, attorneys, curators and registry officials, as well as for assistance in public services, provided that the respective appointment is accredited;
    • The journey required to leave mainland Portugal;
    • Travel by non-resident citizens to places of proven residence;
    • Travel to attend cultural shows, if the trip takes place between municipalities adjacent to the habitual residence or in the same Metropolitan Area and provided that they have the respective ticket;
    • Return to usual residence.

These restrictions do not apply to “portions of municipalities where there is a territorial discontinuity” or “to the movement of non-resident citizens in mainland Portugal”.
