In a statement, the Ministry of the Interior reveals that the Government “will establish a very clear organic separation between the police functions and the administrative functions of authorization and documentation of immigrants.”

It is within this scope that “Reconfigure the way in which public services deal with the phenomenon of immigration, adopting a more humanistic and less bureaucratic approach”.

The redefinition of competences in border control and criminal investigation between the different Security Forces and Services must be completed during the first semester of 2021says Eduardo Cabrita’s office.

“It is in this new institutional framework that the National Director of the Foreigners and Borders Service, Cristina Isabel Gatões Batista, ceases functions at her request and with immediate effect”reads the government statement sent to the newsrooms.

The Ministry of Internal Administration also adds that “The SEF restructuring process” that is now beginning will be coordinated by the Deputy National Directors José Luís do Rosário Barão and Fernando Parreiral da Silva, the first with the role of director, replacing Cristina Gatões Batista.

The MAI note adds the intention to meet “as soon as possible” with the union structures representing the employees of the SEF.

Ukrainian citizen victim of torture

In recent weeks, the director who resigned had been under pressure after admitting, in an interview with RTP, that the Ukrainian citizen murdered at the SEF facilities at Lisbon airport had been the victim of an “obvious situation of torture”.

Ihor Homenyuk died at the Lisbon airport after being a victim of violence at the SEF Temporary Installation Center, where he was detained between 10 and 12 March.

“This is undoubtedly the worst situation in which the SEF has lived,” said the national director, now resigning, in statements to RTP.

Cristina Gatões explained in November that she did not resign after the case, considering that it was “a responsibility from which she could not escape.”

“As difficult as it was I had to deal with, abandon [o cargo] would not venture and would not bring about any positive change (…) so that this tragic and atrocious accident is never forgotten and catapult us so that no Ihor suffers again what this Ukrainian citizen suffered at the hands of the SEF ”, he added.

In the report of the General Inspection of Internal Administration (IGAI) on this case, it was concluded that a total of 12 inspectors participated in the death of the Ukrainian citizen.
