COVID-19. The most stringent measures in 127 counties cover nearly 7 million people

With the update of the risk level of each municipality carried out on Saturday by the Prime Minister, 127 municipalities are already counted in the two highest risk levels for having more than 480 new ones for every 100,000 inhabitants in two weeks. In these places live about 6.8 million Portuguese who will be covered by the toughest measures defined in the Council of Ministers and announced on Saturday.

About half of these 127 counties are located in the north of the country, which continues to be the most affected area in this second wave and where the epidemic had a very strong growth in early October. But there are also many municipalities in the Central region, which has seen a 60% increase in new infections in the last two weeks. Areas such as Guarda, Covilhã or Aveiro inspire greater concern to the health authorities. And the districts of the Center such as Ovar, Belmonte and Manteigas are already within the group of 47 municipalities with the highest incidence, that is, in the worst risk level, with more than 960 new cases per 100,000 inhabitants (see list of municipalities) at the end of the text).

Although this worsening in the Center is evident in this update of the risk map, the places of extreme gravity are mainly in the North. At the end of the list, there are the three municipalities where the measures were previously applied, on October 23 (Paços de Ferreira, Lousada and Felgueiras). Even so, these municipalities have already begun to show signs of a decrease in new cases, although they remain at a still high level.

In addition to these three municipalities, Porto, Maia, Matosinhos, Marco de Canaveses, Penafiel, Paredes, Guimarães or Barcelos have an extremely high risk level of new cases, painting the entire area surrounding the Porto district dark red.

To this more serious list, there are only two towns in Alentejo: Portalegre and Crato, which had a very significant increase in cases in the last two weeks.

Among the 127 municipalities covered by the toughest measures, such as the prohibition of circulating on public roads and the closure of commercial establishments between 1:00 p.m. and 5:00 a.m. on the next two weekends and holidays, there are also several towns in the region of Lisbon (like Almada, Oeiras, Lisboa, Loures, Cascais, Setúbal and Sintra). There are also some, although few, from the Alentejo (Reguengos de Monsaraz, Mora or Nisa, for example).

They left and re-entered the list

There are currently a total of 213 municipalities on the Continent with more than 240 new cases per 100,000 inhabitants, that is, they are included in the list of municipalities that have at least a high risk of contagion. They represent around three-quarters of the country and already cover 9 million inhabitants.

Alentejo and Algarve are the areas where the risk is lowest for now. Algarve municipalities such as Tavira and Vila Real de Santo António, which had joined this list a week ago, have already managed to leave. There are two of the 15 municipalities that the Government has announced that they have reduced their incidence.

Proof that the evolution of the epidemic at the local level tends to fluctuate a lot is the fact that four of the seven municipalities that had been removed from the list by the Government have now re-entered because they have an incidence of more than 240 new cases. This is the case of Batalha, Mesão Frio and São João da Pesqueira Tondela.

The update of the risk level of each municipality was carried out this Saturday by the Prime Minister, but the data on the incidence of each municipality should only be disseminated this Monday, in the daily bulletin of the General Health Directorate.

Extreme Risk Regions (more than 960 cases per 100,000 inhabitants)
