Covid-19: the measures that come into force this Monday

Portugal entered a new state of emergency due to the covid-19 pandemic.

Effective between 12:00 am on Monday and March 1, the new state of emergency includes the maintenance of the confinement and distance education, and in relation to the previous one, there is a change to allow the sale of books, although with limits.

See below the main measures approved by the Government and in force in the next fortnight:

Travel limitations and border control:

– Travel abroad from the continent by any means of transport is limited and control of people at land borders is restored.

– Circulation between Portugal and Spain is limited to the international transport of goods, duly documented cross-border and seasonal workers, and emergency and emergency vehicles and emergency services, with this step only at authorized points.

– The two countries agreed to add two authorized crossing points (PPA) to the existing list, located in Melgaço and Montalegre, with some PPAs still in the process of schedule adjustments.

There are seven authorized crossings that operate 24 hours a day throughout the week: Valença, Vila Verde da Raia, Quintanilha, Vilar Formoso, Caia, Vila Verde de Ficalho and Castro Marim.

The Marvão PPA is open on weekdays from 6:00 a.m. M. At 8:00 p. M., And the authorized points of sale in Monção, Melgaço and Montalegre are open on weekdays from 6:00 a.m. M. At 9:00 a. M. And from 5:00 a. pm to 8:00 pm.

– Since January 31, the possibility of suspending flights and determining the confinement of passengers upon arrival is also foreseen when the epidemiological situation justifies it.

Confinement and distance learning

– In this period of state of emergency, the obligation of home collection is maintained, but the President of the Government, António Costa, said that the measure must continue throughout the month of March.

– One of the main consequences is the maintenance of distance education for all educational levels, without expecting to return to face-to-face education before the Easter holidays in early April.

– For secondary education, a specific television channel was created, by cable and in the universal digital terrestrial television service, with didactic content within the scope of the “Study at home” program, until the end of the school year.

The sale of books and school supplies is allowed

– Establishments that remain open, such as supermarkets and hypermarkets, may resell books and school supplies, maintaining the prohibition of sale in relation to other non-essential goods.

Limitations of telecommunications services

– Starting Monday, telecommunications operators can limit or block access to non-essential broadband internet services, such as video games and digital platforms, if necessary, to protect critical government services.

– Digital platforms, such as Netflix and YouTube, as well as the video game signal, may be blocked to allow the continuity of electronic communications services to hospitals or security forces, a measure already allowed in the decree that regulates the new state of emergency , of January 14, and similar to the one in force in March 2020, in the first phase of the covid-19 pandemic in Portugal.

All current restrictions are maintained

– All the restrictions imposed in mainland Portugal in the last 15 days remain in force, which cover the limitations on the operation of commerce and non-essential restaurants, as well as the prohibition of movement between municipalities during the weekend and the general duty of collection .
