The Government will create a network national support structures for people living with HIV SARS-CoV-2, that do not need hospitalization and for users of nursing homes who need specific support and cannot remain at their facilities due to covid-19 related situations. Each district will have one of these structures.
Published this Friday in the Diário da República, the The order was signed by the Minister of Internal Administration, the Minister of Labor, Solidarity and Social Security and the Minister of Health. It is justified that, “given the current epidemiological situation in Portugal, that is, the progressive increase in cases of infection by SARS-CoV-2 and the number of outbreaks in residential structures for the elderly (ERPI), it is essential to maintain, in all at the moment, the response capacity of health units, that is, hospitals ”.
It will be an extra network to that already constituted by the municipalities and it will be up to the District Civil Protection Commissions to identify and propose, for each of the districts, the infrastructures that will house these structures. However, it will be the secretaries of state who coordinate the execution of the alert, contingency or calamity situations who will decide their installation.
According to the order, the Social Security Institute is responsible for ensuring technical coordination, ensuring the assignment of direct action assistants and general service assistants, and distributing and maintaining personal protective equipment to auxiliary personnel. It will also be your responsibility to assume the costs associated with the infrastructures assigned to this network, when they are made available by the Ministry of Labor, Solidarity and Social Security (INATEL Foundation).
Each Regional Health Administration, in coordination with the hospital in the reference area, will provide the necessary medical and nursing staff to accompany the people installed, ensure the distribution and maintenance of equipment, as well as personal protection equipment for users, nurses. and doctors.
The National Emergency and Civil Protection Authority (ANEPC) will bear the expenses related to food, electricity, gas, water, telecommunications, laundry, cleaning and sanitation of the facilities of the structures, whenever necessary and according to the needs . defined by the respective technical coordination.
Regarding the scope of each structure, the respective municipal civil protection service is in charge of providing the necessary support within the scope of its powers. User admissions must be validated by the District Civil Protection Subcommittee specialized COVID-19 or, failing that, by the District Commission.
ANEPC monitors the activity of these structures, their occupation and the limitations that may occur.
Rear support structures are already operating in Lisbon and Porto
The Secretary of State for Internal Administration said on Friday that two Rear Support Structures are already operating in Lisbon and Porto to accommodate people with covid-19 without the need for hospitalization and domestic users.
Speaking to the Lusa agency, Patrícia Gaspar said that at this moment there is already one at the Lisbon Naval Base, in Alfeite, Almada, and another at the Bom Pastor Seminary, in Ermesinde, Porto.
The Secretary of State explained that the structure that operates in the Lisbon Naval Base serves the districts of Lisbon and Setúbal due to its size and was already operational during the first phase of the covid-19 pandemic.
The minister added that “there is greater insistence” in the north of the country to create these structures because it is one of the most affected areas.
According to Patrícia Gaspar, the new structures are also almost finished in Braga, Viana do Castelo, Vila Real and Bragança and a second is being operated for the Porto district, which will be created in the Paços de Ferreira area.
The Secretary of State stressed that the goal is to have at least one of these facilities per district, but there may be regions with more than one structure, depending on the evolution of new cases. Porto is one of the districts that will have more than one Rear Support Structure.
