Covid-19: Six District Councils Subject to Extraordinary Measures

Six provinces of the Castelo Branco district will see, as of Wednesday, extraordinary measures to combat the coronavirus, such as the duty of collection, mandatory teleworking and business closure after 10 p.m., among other measures.

According to the newspaper Expresso, these measures will be applied in Castelo Branco, Idanha-a-Nova, Vila Velha de Ródão, Covilhã, Fundão and Belmonte, municipalities where there are more than 240 new infections per 100,000 inhabitants in the last 14 days. .

In total, 121 municipalities are covered by these measures, representing 70 percent of the Portuguese population.

The resumption of the situation of calamity begins at 00:00 hours on November 4 until 23:59 hours on November 15.

Point-by-point measurements

  • the duty to stay at home, and citizens must refrain from circulating in public spaces and roads, as well as in private spaces and roads equivalent to public roads, except for the previously authorized group of trips, to which are added trips for activities carried out in day centers, visits to users in residential structures for the elderly and people with disabilities, integrated continuous care units of the National Integrated Care Network or other responses dedicated to the elderly, as well as trips to stations and post offices, agencies banks and insurance brokers or insurance agencies and the necessary travel to leave mainland Portugal;
  • It is determined, as a general rule, that all establishments of commerce and retail services, as well as those that are in commercial premises, close until 10:00 pm;
  • 22:30 is defined as the closing time of the restaurants;
  • It is foreseen that the mayor of the competent territorial council may set a closing time below the established maximum limit, after a favorable opinion from the local health authority and security forces;
  • The prohibition of holding celebrations and other events involving an agglomeration of people greater than five people is determined, unless they belong to the same household and the prohibition of holding fairs and market rises is determined, allowing religious ceremonies and shows according to the regulations of the General Directorate of Health;
  • It is foreseen that it is mandatory to adopt the teleworking regime, regardless of the employment relationship, as long as the functions in question allow it, unless the worker is disabled;
  • It is determined that the exceptional and transitory labor reorganization regime (contained in DL 79-A / 2020) is applicable to companies with workplaces of 50 or more workers, in the territorial areas of the municipalities identified in Annex II of the CRM (currently this regime was applicable to the metropolitan areas of Lisbon and Porto).
  • In addition to the exceptional measures described above, the number of people in each group in restaurants is limited to six, for the entire national territory, unless they belong to the same household.
  • In the rest of mainland Portugal, the disaster situations regime that was defined continues to apply.
