The President of the Republic presented this Thursday to the Assembly of the Republic the draft diploma for the renewal of the state of emergency for 15 days, which will be in force from midnight on November 24 to 11:59 pm on December 8 . The document stipulates the renewal of “certain restrictive measures”, but with differences in their application “depending on the situation and heterogeneity of each municipality.” On Saturday, Prime Minister António Costa explained that the criteria for grouping municipalities by risk levels are those defined by the European Center for Disease Control.

Therefore, the scale will consist of four levels:

  • up to 239 cases per one hundred thousand inhabitants in the last 14 days;
  • between 240 and 479 new cases for every one hundred thousand inhabitants;
  • between 480 and 959 new cases for every one hundred thousand inhabitants;
  • more than 960 new cases for every one hundred thousand inhabitants;

Below 240 new cases per 100,000 inhabitants

In these municipalities there are a total of 65. The general measures of the state of emergency that cover the entire national territory are applied. In this way, measures such as body temperature control and the possibility of performing diagnostic tests for SARS-CoV-2 in students, teachers, health professionals or visits to nursing homes are maintained. For these counties, as for all others, the new state of emergency provides for the mandatory use of a mask in the workplace; on November 30 and December 7 there are Tolerance point, suspension of teaching activity and the Government calls for the dismissal of private sector workers.

Between 240 and 479 new cases per one hundred thousand inhabitants

The lowest level of risk It will include all municipalities with 240 to 480 new cases for every 100,000 inhabitants in 14 days. In these territories, the curfew will be maintained between 11 p.m. and 5 a.m. Commercial establishments close at 10pm. Restaurants and cultural facilities at 10:30 p.m.

The Prime Minister announced this Saturday that there are 86 municipalities with this level of incidence, where the oversight of compliance with mandatory telework will also be increased, in functions where this is possible, said António Costa.

Between 480 and 959 new cases per one hundred thousand inhabitants

Although the country has been divided into higher risk levels, the measures to be applied in the next fifteen days are similar for municipalities where the spread of covid-19 is considered “very high” and “extremely high”. That is, all municipalities where there are more than 480 new cases for every 100,000 inhabitants in the last 14 days they are subject to the same rules.

In addition to maintaining the curfew between 11 p.m. and 5 a.m., the Government extends to the next two weekends measures that are being implemented, for example, this weekend. That’s the prohibition of driving on public roads and closing of commercial establishments between 1:00 p.m. and 5:00 a.m., both not Saturday and not Sunday. Given the December 1 and 8 are holidays, this restriction also applies on those days.

On the eve of the two feasts, that is, the days November 30 and December 7, commercial establishments must necessarily close at 3 pm. The Government announced other measures for these two days: suspension of teaching activities in schools and higher education institutions and tolerance of time for officials. Private companies will be asked to suspend the works. The intention is that the two days that would be a “bridge”, for vacations the following day (Tuesday), are closure.

More than 960 new cases per one hundred thousand inhabitants

In the next two weeks, the measures that will be applied to 47 municipalities with “extremely high” risk are the same as those subject to municipalities where the contagion by covid-19 is “very high”.

For the two long weekends, the inter-county restriction ban, which was enforced earlier this month, is back in effect. Thus, between 11 p.m. on November 27 and 5 a.m. on December 2 and, again, between 11 p.m. on December 4 and 5 a.m. on December 9, circulation will be restricted. This measure is in force throughout the national territory.
