The prohibition of circulation between municipalities throughout the continental territory ended today at 5 in the morning, after the long weekend of New Year’s Eve, but the curfew remains in the areas with the highest risk of transmission of covid-19.

In the context of the new state of emergency, which entered into force on December 24 and extends until Thursday, municipalities with extreme, very high and high risk of contagion by covid-19, in a total of 201 municipalities in the continental territory , are subject to a mandatory curfew, that is, the prohibition of circulating on public roads between 23:00 and 5:00 a week.

At the weekend, the curfew in territories of very high and extreme risk has been taking place from 1:00 p.m., but as the current state of emergency ends on Thursday, it is necessary to renew it so that the restriction measures remain in force, The list of municipalities must be updated according to the four risk levels: extreme, very high, high and moderate.

During the Christmas period, regardless of the risk level of each territory, circulation between municipalities was allowed, as well as circulation on public roads on December 24 and 25 until 02:00 the next day, and from December 26 until 23:00 .

After this relaxation of the restrictive measures, the New Year period was one of “maximum containment” throughout the continental territory, including the prohibition of circulation between municipalities between 00:00 on Thursday (December 31) and 05:00: 00 hours today. “Except for reasons of health, urgent urgency or other specifically foreseen”.

Initially, on December 5, the Government announced that on New Year’s Eve the curfew would be at 2 in the morning and only for municipalities considered to be of extreme and very high risk of transmitting the new coronavirus, but the measures were reassessed on December 17 and suffered a deterioration, spreading throughout the continental territory.

Without obligation to apply the same rules as in mainland Portugal, Madeira and the Azores decided to apply special measures that were in force during the Christmas and New Year celebrations, without implying traffic bans on public roads or between municipalities.

Meanwhile, Madeira has already announced that from Tuesday it will apply a curfew between 11 p.m. and 5 a.m.

After the Christmas and New Year periods, when the opening hours of restaurants and commercial establishments were also modified, the restriction measures will re-enter into force depending on the risk level of each municipality in the continental territory, at least until Thursday . .

According to the current list of municipalities by risk levels, there are 30 municipalities at extreme risk of contagion, 79 at very high risk, 92 at high risk and 77 at moderate risk.

Composed of 18 municipalities, the Lisbon Metropolitan Area has five very high-level municipalities: Almada, Barreiro, Lisbon, Moita and Montijo.

In the Metropolitan Area of ​​Porto, there are four municipalities at the extreme risk level, namely, Oliveira de Azeméis, Póvoa de Varzim, Trofa and Vila do Conde, and there are 12 at the very high level: Arouca, Espinho, Gondomar, Maia , Matosinhos, Paredes. , Porto, Santa Maria da Feira, Santo Tirso, São João da Madeira, Valongo and Vila Nova de Gaia.

In November, the Government divided the 278 municipalities of the continent into four groups, according to the level of risk of transmission: moderate, high (between 240 and 480 cases per 100,000 inhabitants), very high (between 480 and 960) and extremely high (more than 960).
