Costa wants to declare a state of emergency ″ preventively ″

The Prime Minister proposed to the President of the Republic, this Monday, the declaration of a state of exception, “with an eminently preventive character.” António Costa revealed that traffic restrictions are being considered.

On leaving the Belém Palace in Lisbon, the head of government argued that it is necessary to eliminate “legal doubts” about the use of the state of emergency, predicting that it will be “periodically renewed.”

Among the concerns raised by António Costa is the need to clarify the possibility that the Government limit circulation between certain areas of the territory. The Prime Minister raised the possibility of activating this measure between 11:00 p.m. and 6:00 a.m.

Costa also intends to “strengthen the terms in which the State can proceed with the use of health resources and means, either from the private sector or the social sector. “The minister recalled that the law” already contemplates “this possibility, but insisted on the need to clarify that the Basic Health Law does not impose limits on contracting or that the Constitution does not impose barriers to requisition.

Mobilize the Armed Forces and officials

The Prime Minister also proposed to Marcelo Rebelo de Sousa the possibility that the State “mobilize human resources, whether from the public or private sector ”, to“ reinforce the extraordinary effort ”of public health teams, primary care teams, positive case monitoring or monitoring of confined patients.

This mobilization will involve members of the Armed Forces or public officials who are not infected or cannot work, António Costa explained. All of them will be supervised by health professionals.

The Government also intends to assess the “legitimacy” to impose the control of body temperature in workplaces and public places. Costa recalled that, although this is not a “determining” measure, it can be “useful” to carry out a risk assessment.

António Costa said that Portugal is experiencing a “critical moment” with regard to the pandemic, considering that the declaration of the state of emergency aims to “strengthen public awareness.”

The President of the Republic listens on Monday to the parties on this issue, and then decides whether or not to activate this mechanism.
