The former general commander of the GNR, Luís Francisco Botelho Miguel, has been appointed as director of the Foreigners and Borders Service (SEF), the Interior Ministry (MAI) announced this Friday.

According to a note from the MAI, Lieutenant General Luís Francisco Botelho Miguel was appointed by the Prime Minister, António Costa, and by the Minister of Internal Administration, Eduardo Cabrita, and will lead the restructuring process of the SEF and “ensure organic separation” . between its police functions and the administrative functions of authorization and documentation of immigrants ”.

Botelho Miguel, born in Lisbon, has a master’s degree in Military Sciences – branch of Artillery – and a degree in Decision Systems Engineering.

He held various command positions between 2010 and 2020 in the Republican National Guard, where he stepped down as Commander General in July.

The appointment of Botelho Miguel in the SEF comes after the dismissal of former director Cristina Gatões, who left office nine months after a Ukrainian citizen was killed at the facilities of that service at Lisbon airport.

Ihor Homeniuk was allegedly the victim of violent attacks by three SEF inspectors, accused of qualified homicide, with the alleged complicity or cover-up of 12 other inspectors. The trial of this case will begin on January 20.

On Tuesday, Minister Eduardo Cabrita announced in parliament that legislation on the restructuring of the SEF will be produced in January.

MAI had already announced that the SEF restructuring process should conclude in the first semester of 2021 and that it would be coordinated by the national deputy directors of the Service, José Luís do Rosário Barão -who was promoted to replace the director- and Fernando Parreiral. de Silva.

That process was at the center of a controversy between the national director of the PSP, Magina da Silva, and Eduardo Cabrita, on Sunday, after the police chief admitted that work is under way on merging the PSP with the SEF.

Following Magina da Silva’s statements to journalists, at the end of a meeting with the President of the Republic, Marcelo Rebelo de Sousa, the minister replied that the reform of the SEF will be announced “appropriately” by the Government “and not by a Police Director “.
