Continental Portugal, minus the greater Lisbon, left the state of contingency on July 1 to go to the state of alert. Two and a half months later, the rules are tightened again for the Portuguese at a time when cases have increased again, schools will reopen later this week, and many have already returned to work on company premises.

What changes from today?

  • Meetings on the public highway limited to 10 people;
  • The establishments cannot open before 10 am. But there are exceptions in the case of hairdressers, barbers, beauty salons, restaurants and the like, coffee shops, tea houses and the like, driving schools and vehicle inspection centers, as well as gyms and gyms.
  • Closing hours of the establishment between 8 pm and 11 pm. However, the municipalities, “subject to the favorable opinion of the local health authority and security forces”, can set the closing time within this interval.
  • In shopping center catering areas, maximum limit of four people per group;
  • Prohibition of sale of alcoholic beverages in service stations and, after 8:00 p.m., in all establishments, except meals;
  • However, there are several establishments that may close after 11 pm: catering establishments; establishments that serve take away meals, but without alcoholic beverages; educational, cultural and sports establishments; pharmacies and non-prescription drug outlets; medical offices and clinics, namely dental clinics and emergency veterinary medical centers; funeral activities; vehicle rental establishments (closed at 1:00 am and reopened at 6:00 am); establishments located within airports, after verification of passenger safety;
  • The sale of alcoholic beverages is prohibited in service areas or service stations and, after 20:00 hours, in retail stores, including supermarkets and hypermarkets;
  • In restaurants, cafeterias and pastry shops 300 meters from schools, a maximum limit of four people per group;
  • Private vehicles with a capacity greater than five seats can only drive with two-thirds of their capacity and with all occupants wearing a mask or visor. But there is an exception: if all the occupants are part of the same household;
  • Retail or service establishments should give priority to health professionals, elements of the security, protection and rescue forces and services, armed forces personnel and the provision of social support services; Funerals are subject to several measures: there can be no groupings, setting a maximum number of people, to be determined by the local authority. However, the family cannot stay without attending the funeral, which includes the spouse or common-law partner, ascendants, descendants, relatives or the like;
  • Mandatory teleworking, as long as the functions allow it: for immunocompromised workers and chronically ill, with medical certification; disabled worker, with a degree of disability equal to or greater than 60%;
  • Mandatory teleworking regime “regardless of the employment relationship and provided that the functions in question allow it, when the physical spaces and the organization of work do not allow compliance with the guidelines of the DGS and the Authority of Working Conditions in the matter, strictly necesary “;
  • In situations in which the telework regime is not adopted, the adoption of the rotation of workers scales between the telework regime and the work carried out in the usual, daily or weekly workplace, with different or different entry and exit times. schedules for breaks and meals. This is mandatory in the metropolitan areas of Lisbon and Porto.
