“Each citizen cannot move between municipalities, as happened in the past ”, revealed the minister, explaining that the measure takes effect between 00:00 hours on October 30 and November 3.
The decision to limit the movement of passengers comes just over a week after the Council of Ministers announced the return of the calamity.
It is recalled that this decision had already been made during the Easter period, between 00:00 hours on April 9 and midnight on April 13.
Mariana Vieira da Silva also announced that November 2 will be marked as a national day of mourning to pay tribute to all the deceased and victims of the covid-19 pandemic.
In the Council of Ministers a set of special measures applicable to the municipalities of Felgueiras, Lousada and Paços de Ferreira in the context of the calamity situation. These special measures, which will take effect at 00:00 hours on October 23, 2020, include:
- duty to stay home, “citizens must refrain from circulating in public spaces and roads, as well as in private spaces and roads similar to public roads”
- There are exceptions to the trips that are authorized: for the purchase of goods and services, for the performance of professional activities, for health reasons, for assistance to vulnerable people, for assistance to schools, for trips to non-establishments and services. closed, for the enjoyment of moments in the open air, for trips to events and access to cultural facilities, for the practice of physical activity outdoors, for company pets ”;
- private vehicles can circulate on public roads “provided it is to carry out authorized activities or to refuel at gas stations”;
- In all the trips made “the recommendations and orders determined by the health authorities and the security forces and services must be respected, that is, those relating to the distances to be respected between people”;
- All retail and service establishments, as well as commercial establishments, close at 22:00,
- The exceptions are: pharmacies and places where non-prescription drugs are sold; emergency rooms and veterinary health care centers and clinics; funeral and related activities; rent-a-car and rent-a-cargo (which can, as long as the respective opening hours allow it, close at 1:00 am and reopen at 6:00 am); service areas and fuel stations;
- the prohibition of holding celebrations and other events that involve an agglomeration of people greater than five people, unless they belong to the same household;
- the prohibition of holding fairs and emerging markets;
- a mandatory adoption of the teleworking regime, “regardless of the employment relationship, as long as the functions in question allow it”;
- the suspension of visits to users of residential structures for the elderly, integrated continuous care units of the National Integrated Care Network and other responses dedicated to the elderly, as well as day care activities.
