Butts, cigars and other products with tobacco on the ground will be worth fines of between 25 and 250 euros from this Friday, September 4, the day on which the deadline for adapting to the cigarette butts law, published last year, ends. Establishments, such as restaurants, commercial spaces, local accommodation and public transport platforms, that do not have ashtrays can pay fines of between 250 and 1,500 euros.

The law was introduced by the PAN in 2019, whose current objective is to reduce the high amount of cigarette butts in the environment. The measure also provides for the creation of awareness actions for smokers and the placement of ashtrays at public transport stops, something that will be the responsibility of the Government.

“Article 11 [referente às contra ordenações] it comes into force one year after the publication of this law ”, reveals the diploma, published this Tuesday in the Diário da República, which prohibits“ the disposal in public spaces of butts, cigars or other cigarettes containing tobacco products ”.

In the preamble to the initiative, the party reported the impact on the environment: each year, cigarette butts are responsible for 30% of fires; they are the most common residue found in coastal areas; a cigarette filter can take more than ten years to degrade; seven thousand cigarette butts are thrown to the ground every minute in Portugal.

The instruction of the processes and application of fines will be in charge of the Food and Economic Security Authority (ASAE), the municipalities, the Municipal Police, the Republican National Guard, the Public Security Police and the Maritime Police. However, the money will be distributed by the State (50%), the evaluating entity (20%) and the entity that instructed the process (30%).
