APAV defends the creation of Commissions for Vulnerable Persons

The proposal proposes a model of “minimal intervention”, in which the commissions act “to the strictest extent necessary, and are not authorized to interfere in the personal lives of users beyond the vulnerability that justifies the intervention in the first place. “, with the exception that the performance of the commission always depends on the authorization of the target.

The commissions must be made up of representatives of the Public Ministry, Health, local authority, Social Security, security forces, as well as civil society, institutions or the community, excluding the participation of these community structures from a permanent seat in the organization, for reasons of privacy and privacy protection, whose risk of violation increases in small environments, where everyone knows each other.

Commission members must also adopt a code of conduct, with the aim of protecting the privacy of vulnerable adults and also guaranteeing the duty of secrecy.
Children who mistreat the disinherited

The Portuguese Victims Support Association also suggests that children who abuse their parents should be able to be disinherited.

The recommendation is part of the “Portugal Mais Velho” Report, carried out by APAV and the Calouste Gulbenkian Foundation, which includes 30 recommendations. Failures in legislation and public policies are identified in relation to aging and violence against the elderly.

The Report, unveiled on the International Day of Older Persons, also states that we live longer, but we do not live better.

Among the 30 recommendations, there are several that express concern about the need to increase the protection of older people in situations of violence and discrimination, calling for the continuous updating of data on the different types of violence against older people in Portugal, mainly on sexual violence or carried out by professional caregivers, less known realities in Portugal.
Better home inspection

The APAV also proposes “to improve the inspection procedures of the institutions that welcome or provide support to the elderly.”

This inspection must go far beyond bureaucratic aspects (such as the height of fire extinguishers, for example), seeking to determine whether institutionalized older people are treated with dignity or if they are victims of violence or at risk of being victims. , either perpetrated by the personnel or imposed by the conditions and rules of the institution ”, is summarized in the document.

The report also recommends investing in training for caregivers. It proposes a national strategy for the training of informal or family caregivers, which should include content on crime and violence and their risk factors.

The need to train managers and owners of residences and nurseries in the field of gerontology is also defended, ensuring the improvement of the care provided.

The APAV also advocates for the recognition of the professional career in the field of gerontology, as a “way to dignify the profession” of operational assistant, allowing gains in social recognition and remuneration.

The recommendations also include “creating mechanisms for supervision and support for carers / formal or professional and informal or family members.”
