With Christmas already late, the exceptions to the most severe restrictions that prevailed in the municipalities with the most serious epidemiological situation end this Saturday. Thus, this Sunday, the inhabitants of the 109 municipalities of very high and extreme risk are obliged to stay at home from 1:00 p.m.
During the current state of emergency, which began at 00:00 hours on December 24 and ends at 23:59 hours on January 7, the Government decided to make the measures more flexible during the Christmas period – days 24, 25 and 26 – but he tightened the restrictions. for the new Year.
This Sunday, December 27, there will be around 4.9 million people residing in the 109 municipalities in the two most serious risk levels that will have to comply with the curfew between 1:00 p.m. and 5:00 a.m. Among the counties covered are some of the most populated, such as Lisbon, Vila Nova de Gaia, Porto, Braga, Guimarães, Matosinhos and Almada, among others. On New Year’s Day (January 1) and the following weekend (January 2 and 3), pick-up is applied from 1:00 p.m. throughout the continental territory of Portugal.
Here is a list of the different regulations in force on each of the days of the current state of emergency, as well as a list of the level of restrictions applicable by municipality.
December 27, 28, 29 and 30: In these four days the norms foreseen in the last states of emergency for the entire country will come into force, which are staggered according to the risk of contagion by municipality. Even so, on Sunday, December 27, although there are no limits to circulation between municipalities, in the municipalities included in the two levels with the highest risk of contagion, the curfew will be in force again at 1:00 p.m.
December 31st: Circulation between municipalities is prohibited from 00:00 and on public roads is prohibited after 23:00. Restaurants will be able to operate until 10:30 p.m. These restrictions current in all municipalities, regardless of the risk bracket.
January 1, 2 and 3: During these days, and until 5:00 am on December 4, circulation between municipalities is not allowed, while circulation on public roads is prohibited after 1:00 p.m. Regarding catering, the establishments may be open to the public until 1:00 p.m., after which they may continue to operate but only for home deliveries. At December 31, these measures apply to all municipalities.
January 4, 5, 6 and 7: During this period, the restrictive norms provided for in the decree renewing the state of emergency will be applied and which are applied according to the level of risk per municipality;
– The celebration of public parties or open to the public between January 31 and 3 (both inclusive) will be prohibited, and concentrations on public roads with more than six people are also prohibited.
What can be done in each municipality according to the level of risk?
U.S moderate risk counties (with less than 240 cases per 100,000 inhabitants in the previous 14 days) the current measures, with the aforementioned exceptions for December 31 and January 1, 2 and 3, are the following:
- Mandatory use of a mask in the workplace;
- Mandatory containment for COVID-19 patients and people under active surveillance
- Weddings and baptisms limited to 50 people;
- Other events and celebrations limited to 5 people, unless they are from the same household;
- Closing hours of commercial establishments between 8:00 p.m. and 11:00 p.m., by decision of the mayor with the favorable opinion of the local health authority and security forces;
- Restaurants: public access until 00:00 and closing at 01:00; capacity limited to 50% of capacity; groups limited to 5 people, unless they belong to the same household;
- The sale of alcoholic beverages is prohibited in the service areas and, after 20:00 hours, in any store;
- The consumption of alcoholic beverages on public roads is prohibited.
In the municipalities of high risk (with 240 to 480 cases), the measures in force, with the aforementioned exceptions for December 31 and January 1, 2 and 3, are:
- Mandatory use of a mask in the workplace;
- Maintenance of the opening hours of the establishments (10 pm, except for restaurants and cultural facilities at 10.30 pm);
- Telework: Whenever the functions in question allow it, the worker has the conditions to perform them and essential services are not involved, telework is mandatory
In the municipalities of very high risk (480 to 960 cases) and extreme (960 or more cases), the measures are more stringent. These are the restrictions that apply:
- Closing of shops on weekends from 1:00 p.m. and opening from 8:00 a.m., with the exception of establishments that opened before that time, except for the following establishments:
- Pharmacy;
- Clinics and offices;
- Food vending establishments with doors to the street of up to 200 m2;
- Gasoline pumps;
- Starting at 1:00 p.m., restaurants can only operate through home delivery.
- Prohibition of circulation on public roads between 11:00 p.m. and 5:00 a.m. on weekdays, with several exceptions;
- Civic duty of home collection;
- Events and celebrations limited to 5 people, unless they are from the same household.
