Vitorino Silva – Rans’s “Tino” – has already submitted the signatures to be a presidential candidate but will be excluded from the presence organized by the televisions (RTP, SIC and TVI), which will be broadcast from January 2 to 9.
The decision was already made between the information offices of the three stations even before the former president of the parish council of Rans (Peñafiel) presented the signatures (he presented nine thousand when he only needed 7,500).
The argument of the televisions is that, since the face-to-face confrontations will take place before the official campaign period (which begins on January 11 and ends on January 22, with elections on 24), it is possible to have editorial criteria that do not imply treatment . absolutely the same between all applications.
And so, only those candidates who, in one way or another, have some kind of correspondence with the parliamentary parties will be face to face: Marcelo is supported by PSD and CDS; Ana Gomes is a member of the PS and supported by PAN; Marisa Matias for BE; João Ferreira for PCP and PEV; André Ventura, for Chega; and Tiago Mayan, for the Liberal Initiative.
Obeying this criterion, Rans’s “Tino” will be out. However, as the leader of a party, the RIR (React, Include, Recycle) has no parliamentary representation. In 2016, he attended the presidential elections of that year and obtained about 152 thousand votes (3.28%), remaining only a few tenths behind the PCP candidate, Edgar Silva.
In the legislative elections of 2019, already leading the RIR, the result was, however, much worse: 35,400 votes, that is, 0.67%, lagging behind all parliamentary parties and also the Alliance and the MRPP . Tino didn’t even manage to win in the parish where he was president for eight years, Rans.
Marcelo imposes recorded debates
Thus, “Tino” should have appearances in debates only in the one that RTP will organize -on January 12- with all the candidates accepted by the Constitutional Court (TC) (the deadline for the delivery of signatures ended this Thursday at 4:00 p.m. hours and the TC is now evaluating whether the firms comply with the legal requirements or not).
If your request is accepted by the TC, you will also be invited to the debate with all those who are organizing the TSF, Renascença and RDP radios for the 18th.
The restrictions imposed, however, are conditioning the organization of the presence.
The first two by Marcelo Rebelo de Sousa, one with Marisa Matias and the other with Tiago Mayan (both on RTP1), will take place over a weekend (see calendar below).
Now in Lisbon, on weekends, there is a curfew from 1:00 pm to 5:00 am the next day. For this reason, the re-elected president imposed that the face-to-face sessions are not broadcast live at night but are recorded in the morning, before curfew.
Meanwhile, the deadlines continue to run. The delivery of the campaign budgets for the presidential elections ends on the 28th, due to the point tolerance granted to the public function on the 24th, the deadline for the formalization of candidacies.
According to the calendar-map published by the National Electoral Commission (CNE) “the candidatures are presented before the Constitutional Court up to thirty days before the scheduled date for the election”, scheduled for January 24, 2021.
Thus, the Judicial Secretariat of the Constitutional Court will receive applications until 4 pm today, being open “exclusively for that purpose.” However, with regard to the delivery of campaign budgets, the Political Accounts and Financing Entity confirmed to Lusa that the deadline is moved to the next business day, that is, the 28th, Monday.
