SEF powers also go to PJ and GNR

The restructuring process of the Foreigners and Borders Service (SEF) should involve the transfer of its powers to the PSP, Judicial Police and GNR, but it continues to be involved in many uncertainties.

The Minister of Internal Administration, Eduardo Cabrita, will go to the Assembly of the Republic this Tuesday to answer the questions of the deputies about the murder of the Ukrainian citizen Ihor Homenyuk and will be able to take the opportunity to try to clarify some of the doubts about the reform of the SEF, with the comfort of having escaped the mini government reshuffle announced on Monday.

Eduardo Cabrita was called to Parliament to report on what he did and did not do in the nine months after the fatal beating of Ihor Homenyuk by three SEF inspectors at the Lisbon Airport Temporary Installation Center. But the statements made by the President of the Republic and the national director of the PSP in recent days about the future of the SEF had the immediate effect of diverting the focus from the death of the Ukrainian and, today, may lead to deputies and the minister to deal with. that topic too.

It is not for less. Last week, Marcelo Rebelo de Sousa announced a “difficult revolution”, which would consist of “transferring powers from the SEF, border control, to other police entities.” And, on Sunday night, after an audience with Marcelo himself, the director of the PSP, Magina da Silva, said something different, but equally shocking: “What has been worked by the Ministry of Administration will pass (…) PSP and SEF, ”he said, when questioned by journalists.

The reactions were swift. The Interior Minister himself, in addition to stating that the SEF restructuring measures “are not announced by the police,” clarified that they are being discussed directly with the Prime Minister, António Costa, and involve other ministries: Justice, Foreign Relations and Presidency of the Council of Ministers.

This multi-ministerial scope is in line with information indicating that the probable dismantling of the SEF will also lead to its criminal investigation powers on illegal immigration networks being transferred to the PJ, under the Ministry of Justice, while the GNR will gain new powers. border control.

“Everything is tight”

The president of the Observatory for Security, Organized Crime and Terrorism, António Nunes, naturally sees that PJ and GNR are not left out of the solution, if the option is to dismantle the SEF. However, JN objects that the reform is advancing while the responsibilities for the homicide at the airport are discussed: “It does not seem good to me to dismantle and reorganize the police at a time when everything is in danger,” he says, admitting, however , that the ball rolls on an inclined plane and stops only at the end. “

Despite this apparent inevitability, yesterday the president of the SEF Union, Acácio Pereira, arrived to say that he was completely unaware of the government’s restructuring plan. An ignorance shared by the president of the GNR Guard Professionals Association, César Nogueira, who, however, maintains that there must be “political courage” to move towards a “single police” model.
