Eduardo Cabrita says he is not “a police director” who announces reform of the SEF

The Minister of Internal Administration told the Lusa agency that the reform projected under the Foreigners and Borders Service (SEF) will be announced “properly” by the Government “and not by a Director of Police.”

The national director of the Public Security Police (PSP), Manuel Magina da Silva, admitted this Sunday that work is being done on the merger of PSP with SEF, adding that he discussed the issue with the President of the Republic, Marcelo Rebelo de Sousa.

Speaking to the Lusa agency, Eduardo Cabrita said that the Government Program foresees “a clear organic separation between police functions and administrative functions for the authorization and documentation of immigrants from the SEF.”

Subsequently, the Interior Minister indicated that work is being done “with the participation of the security forces in redefining the exercise of police functions in these areas of border management and the fight against human trafficking networks.”

“This is an issue that the Government is working on, which directly involves the Prime Minister [António Costa], the ministries of Internal Administration, Foreign Relations, Justice and the Presidency of the Council of Ministers. It is in this context of direct participation of the Prime Minister and four government areas that we will soon have, in an adequate manner, an explanation of how to expressly comply with the Government Program ”, said the executive member.

As such, Eduardo Cabrita stressed, these stories, “obviously, with due respect, are not announced by the police.”

Asked if the possibility of creating a National Police could be confirmed, with the extinction of PSP and SEF, following the Spanish or French model, the Minister of Interior Administration replied: “It has not confirmed or cleared”.

“What arises from the Government Program is the separation of police and administrative functions in the SEF, which implies a redefinition of the exercise of powers of the different security forces. It involves the PSP, GNR and the Judicial Police, ”he said.

In this context, and given the external dimension that the role of the SEF has – since it represents Portugal in the European coast and border guard, which will have new powers as of January, coinciding with the Portuguese presidency of the European Council -, this The process has to involve the Prime Minister, due to his role in coordinating the Government, the ministries of Internal Administration, Justice, the Presidency and also the Ministry of Foreign Affairs ”, he explained.

“Therefore, we have a broad dimension that the Government is working on and that, at the right time and in the right way, will be made known to the Portuguese,” added the Minister of Interior Administration.
