Four people died and another was injured in a large explosion at a wastewater treatment plant in Avonmouth, near Bristol, England, British police said on Thursday.

The fatalities are three employees and one outside worker, Avon and Somerset Police Chief Inspector Mark Runacres said at a news conference there. The severity of the fifth victim’s injuries is unknown, but the person responsible for investigating the accident said he was not in danger of death.

Mark Runacres added that the explosion occurred in a silo where organic solids are stored before being dealt with, so the case “is not being treated as a terrorist incident.”

British Prime Minister Boris Johnson said, via Twitter, that he was “deeply saddened” by the incident and expressed his solidarity with the families of the victims.

Avonmouth firefighters were called to the scene at 11:22 a.m. Also people working near the site told The Guardian that they heard a large explosion around 11:20 am. The Southwest Ambulance Service confirmed at the time that it was a “serious incident” and that they dispatched vehicles.

The Avonmouth Recycling Center said, however, that it had to close “a location near” the port.
