The municipalities are now grouped into four levels of risk of spreading the pandemic: “moderate”, “high”, “very high” and “extreme”.

The new risk scale revealed by the Government on Saturday is based on the criteria of the European Center for Disease Control (CECD), which defines as moderate risk territories with less than 240 cases per 100,000 inhabitants in the last 14 days. With 240 and less than 480 cases, the municipality is considered high risk, while municipalities with 480 or more cases and less than 960 are classified as very high risk. Finally, when 960 or more cases are registered per 100,000 inhabitants, the level is of extreme risk. The list released by the Government on Saturday 95 municipalities of moderate risk, 86 of high risk, 80 of very high risk and 47 of extreme risk.

Of the 47 counties where the situation is most serious, the number of cases that occur in 14 days varies considerably, since they have large population differences.

For example, the municipality of Crato in Alentejo only needed 31 new cases in 14 days to be at the highest risk level. This is due to the fact that its population is 3,129 inhabitants, according to the latest estimate from the National Institute of Statistics (INE).

But in 10 extreme risk counties (Santa Maria da Feira, Barcelos, Braga, Guimarães, Vila Nova de Famalicão, Gondomar, Maia, Matosinhos, Porto and Vila Nova de Gaia) more than a thousand infections are needed in two weeks.

The map also shows that the most serious situation is in the Porto district, where of the 18 counties, 17 are at extreme risk and Baião is at very high risk.

The district of Braga has 10 municipalities at extreme risk and the district of Aveiro has eight municipalities at that level.

In addition to the Azores and Madeira, where all municipalities are at moderate risk, the Beja district also has almost all municipalities at the lowest risk level, with the exceptions of Cuba and Serpa, which are at high risk.

The Faro district also has no townships at the two most serious risk levels: 10 counties are at moderate risk and six are at high risk.

And the district of Lisbon contrasts with that of Porto in that it does not have any municipality in extreme risk situations. Of the 16 counties, one, Lourinhã, has a moderate risk, six a high risk and nine a very high risk.

At least 14 counties with more than a thousand cases in two weeks
Taking into account the risk segment and its population, there are at least 14 municipalities that registered more than a thousand new cases in the 14 days considered for the calculation, presumably between November 5 and 18.

Taking into account the number of cases necessary to be classified as extreme risk, the municipalities of Barcelos, Braga, Gondomar, Guimarães, Maia, Matosinhos, Porto, Santa Maria da Feira, Vila Nova de Famalicão and Vila Nova de Gaia registered more than thousands of cases in the period used to calculate the respective risk tranche. Of these, Porto (at least 2,080) and Vila Nova de Gaia (2,885) had to exceed two thousand new infections.

There are also four municipalities in the Lisbon Metropolitan Area (AML) that, despite having a very high risk, registered more than a thousand new cases: Cascais (at least 1,026), Lisbon (2,446), Loures (1,026) and Sintra (1,879 ).

But the counties with more than a thousand new infections in the 14 days considered may be much larger, since, for example, Odivelas – classified as very high risk – may have registered between 777 and 1,553 new cases and Valongo – which is in risk. extreme: 936 or more cases will have been added.

And, in the 14 days between October 28 and November 10, Paços de Ferreira registered 2,098 new cases, and to be of extreme risk – the classification in which it is found – 545 infections would be enough. Lousada also registered 1,572 new infections in that period, when 449 would be enough to be of extreme risk.

In the 14 days ended on November 10, there were 18 municipalities with more than a thousand new cases, of which six with more than two thousand. Lisbon, which is the most populous municipality in the country, recorded the highest number: 2,935. They were followed by Guimarães (2,873), Vila Nova de Gaia (2,638), Oporto (2,489), Paços de Ferreira (2,098) and Matosinhos (2,052).

THE MEASURES THAT WILL ENTER INTO FORCE ON NOVEMBER 24:

All counties:

– Prohibition of circulation between municipalities in the following periods:

Between 11:00 p.m. on November 27 and 5:00 a.m. on December 2;

Between 11 pm on December 4 and 5 am on December 9;

– Temporary tolerance and suspension of teaching activity and call for dismissal of private sector workers on November 30 and December 7;

– Mandatory use of a mask in the workplace


High-risk counties (more than 240 cases):

– Maintenance of the prohibition of circulating on public roads between 11:00 pm and 5:00 am.

– Actions to monitor compliance with mandatory telework

– Maintenance of closing hours: Commercial establishments close at 10pm

– Restaurants and cultural facilities close at 10:30 pm

Very high and extremely high risk counties (> 480 cases):


– Saturdays, Sundays and holidays of December 1 and 8: Prohibition of circulation on public roads and closing of commercial establishments between 1 and 5 in the morning.

– Holiday Eve (November 30 and December 7): Closing of commercial establishments after 3 pm
