The Government proceeded this Thursday to the first update of the list of counties considered high risk due to the situation of the covid-19 pandemic. The new list covers 191 municipalities, 70 more than the previous list, which included 121 municipalities.
From the previous list, seven provinces come out, starting at 00:00 hours this Friday, while the 77 provinces that become part of the list will have the measures applied from 00:00 hours on Monday.
The criterion for defining the risk situation of a municipality is that the number of cases in the last 14 days per 100,000 inhabitants is greater than 240.
However, when he released the first list, the Prime Minister emphasized that municipalities that are below this limit but that are surrounded by municipalities considered high risk would also be included in the list. António Costa also indicated that municipalities with a lower population density and where the limit of 240 cases due to localized outbreaks is exceeded – for example in a nursing home – would be excluded from the “red list.”

In these municipalities, teleworking will be “mandatory” under the terms of the law that the Government is preparing, which reduces the margin for companies to reject remote work for those with compatible functions. In the rest of the country, the principle of agreement between employer and worker is maintained, although with greater protection for workers with chronic diseases or disabilities. Workers of companies that do not comply with the ACT guidelines, in any part of the country, also have the right to telework. The Government’s resolution also guarantees teleworking to any person who, in any region, has a child or another dependent under 12 years of age, or regardless of age with a disability or chronic illness, who, due to being considered at risk of illness, cannot participate in the school’s face-to-face activities. .
Event limitation
Celebrations and other events involving an agglomeration of people of more than five people are not allowed, unless the people belong to the same household. However, this rule does not apply to religious ceremonies or cultural performances that take place in fixed locations, in which case DGS guidelines must be observed.
The mayor decides fairs and markets
In municipalities considered “high risk”, fairs and raised markets can be held if the mayor authorizes it and if the guidelines of the DGS are followed.
Shops and restaurants close earlier
All retail and service establishments, including supermarkets and shopping center stores, must close until 10:00 PM. The exception is the restaurants, which must close at 10:30 p.m. Six people are allowed per table, unless they are part of the same household. Except for shopping malls, where only four people can sit at a table. Restaurants that offer home delivery food services, directly or through an intermediary, can operate until 1:00 am and are prohibited from selling alcoholic beverages.
Culture until 10:30 pm and gasoline always
In these municipalities, cultural facilities must close at 10:30 p.m. It is also determined that gas stations on the roads may be open, but those outside can only supply fuel after 10 pm.
