SIC News | COVID-19. Circulation between municipalities limited until Tuesday

The movement of people outside the municipality of residence is limited in Portugal from 00:00 on this Friday to 06:00 on Tuesday, within the framework of measures to contain the covid-19 pandemic.

The measure promulgated by the Government will take effect during a period that includes All Saints ‘Day, Sunday, November 1, and All Souls’ Day, the following day, when many Portuguese go to cemeteries.

The inspection will be rigorous until Tuesday and those who do not follow the regulations will incur a crime of disobedience, punishable by a fine that can reach 500 euros.

The restrictions come at a time when the number of cases of infection by the coronavirus responsible for the covid-19 disease in Portugal has increased.

According to the epidemiological bulletin published Thursday, Portugal registered 4,224 new infections in 24 hours, a new record and 33 more deaths.

Portugal accounts for 2,428 deaths in 132,616 cases of infection since the beginning of the pandemic, and is currently in a situation of calamity.

Given the increase in the number of cases, the Government will meet in an extraordinary Council of Ministers, on Saturday, analyze new restrictive measures.

BUT THERE ARE SEVERAL EXCEPTIONS:

  • If you do not work in the municipality where you live or in the same metropolitan area, you have two options: if you travel to the neighboring municipality you just have to sign a declaration of honor to be able to cross the boundary, but if you work outside the metropolitan area where you reside, submit a company statement that proves it will work.
  • Health professionals, teachers and non-teaching staff, security forces, magistrates and politicians are not covered by the movement limitation.
  • Since the period covers business days, students and chaperones will be able to travel to schools, universities and leisure activities. In the case of children of separated parents, no exception is foreseen for the exchange of houses during this period.
  • Displacements to Occupational Centers and Day Centers are also allowed, as well as trips to take training, exams or inspections, to go to court, the conservatory or other public service, provided that you have proof of your appointment.
  • If you have a ticket for a cultural show in the neighboring municipality or in the same metropolitan area, you can attend the event. In the case of weddings, only the bride and groom are part of the exceptions to the measure.

Costa does not exclude any measure but defends the least possible disturbance

The Prime Minister said Thursday that the Government does not exclude any measure against covid-19, but stressed that the fight against the pandemic is a fundamental career and the measures must be modeled according to need.

António Costa assumed these positions in a press conference at the end of the extraordinary meeting of the European Council, which took place by videoconference, after questioning whether the Government is considering proposing this Saturday the Portugal’s return to a state of emergency.

“We do not exclude any possible measures at the beginning, but we understand that we must adopt measures that disturb personal, social and economic life as little as possible. A second element that I have tried to convey must be taken into account: We are facing a long-distance race and, therefore, we cannot dedicate all the effort or all the measures in the first moments, ”the Prime Minister replied.

PSP and GNR with patrol, awareness and inspection operations

To ensure compliance with the measures, the Public Security Police (PSP) and the Republican National Guard (GNR) will carry out patrol, awareness and inspection operations throughout the country, starting today.

According to the two security forces, operations are essentially a conscientious and pedagogical aspect, but the PSP and GNR elements will not hesitate to “lay down the law” if necessary, and some situations may constitute crimes, such as false statements or lack of respect for the police.

A PSP and GNR also said they will be aware of other current rules to contain the covid-19 pandemic, how to wear a mask on the street and in public transport, drinking alcohol on public roads and gathering people, which are limited to five people, as well as the hours and capacity of the commercial establishments and restaurants.
