PSP and GNR will place all their personnel in the operation that will run from midnight to November 3, with the guarantee that compliance with the restrictions imposed by law, such as the prohibition of travel between municipalities, will be carried out. as “common sense, information and help to the population”, but enforcing the law with security agents acting “firmly”, attentive to the movement of cars, the use of masks on public roads and the schedules and capacity of the catering establishments.
“We will not hesitate to impose the law when we see conduct that could endanger public health,” said Superintendent Luís Elias, PSP’s national director of operations, at a joint press conference with GNR, represented by Colonel Rui Veloso. “We cannot help being firm,” said this soldier.
Luís Elias, from the PSP, clarified that a citizen who is detected to leave the municipality unnecessarily will be forced to return to the origin. The first action is not, therefore, the imposition of an administrative offense, as provided by law, but awareness. However, PSP and GNR assure that they will act firmly in situations that do not respect current orders.
The two security forces will carry out between October 30 and Tuesday November 3 operations to intensify patrolling, awareness and inspection throughout the territory. The objective is “to ensure compliance with the rules resulting from the Resolution of the Council of Ministers No. 89-A / 2020, of October 26, in the field of restrictions on movement between municipalities.”
In this sense, the two officials called on citizens to comply with the law, recalling that there are several exceptions that were listed in this press conference. Health professionals, Civil Protection agents, members of the Armed Forces and security forces, holders of political offices, magistrates, ministers of religious cults, support personnel for sovereign organizations, citizens who have demonstrated their work, users of centers. during the day, delivery of minors to educational establishments, frequency of training or examinations, procedural acts in court, return to habitual residence, movement to leave the national territory and movement of non-residents, such as tourists, to a place of accommodation.
It was clarified that the delivery of a minor, in situations of alternate residence, is covered by the exceptions and can be carried out.
“The order is to stay home”
The police forces recognize that this Friday and next Monday will be days in which citizens will use more exceptions, since they are working days.
The main road axes, north and south, will be points where there will be a greater concentration of media, such as places such as bus and rail terminals, where there is the possibility of greater agglomeration of people.
The use of a mask on public roads, when social distancing is not possible, and inside public spaces will also be monitored by the security forces, as well as possible crowds of people in public spaces. Establishments will also be selected, especially catering establishments, with schedules and capacity to be inspected.
“The order is to stay at home, avoid the necessary trips. The safety of one is the safety of all,” said Rui Veloso, from GNR.
The police recall that failure to comply with the law can lead to fines and even criminal prosecution in cases where there are false statements to the officers or disobedience.
With an extraordinary Council of Ministers to be held on Saturday, the PSP and the GNR say they are prepared to adapt this operation to the new measures that may be decided.
