The Minister of Interior Administration, Eduardo Cabrita, said on Tuesday that the land borders with Spain will not be closed during the next weekend, when restrictions on movement between municipalities are imposed.

“What this resolution of the Council of Ministers that will enter into force on Friday contains is that non-resident citizens must come to Portugal solely and exclusively for this framework of authorized circulation: work, health care and study if necessary,” explained Eduardo Cabrita to journalists on the sidelines of the inauguration of the 41st Lisbon Alta station.

The Council of Ministers approved last Thursday a resolution that determines the prohibition of circulation between different municipalities in the territory to prevent the spread of covid-19, between midnight on October 30 and 6 in the morning of November 3. , but there are exceptions and the end of the ban was anticipated.

The resolution provides for the end of the driving ban at 6 am (it was until 11:59 pm on November 3).

At the beginning of April, the Government decided to limit circulation in the Easter period due to the pandemic, at that time citizens could not move outside the municipality of residence, “except for health reasons or other urgent reasons.”

One of the exceptions now to the resolution is the fact that people who work in the municipalities bordering the residence or in the Metropolitan Areas do not need a declaration from the employer, only a “declaration of honor.”

The prohibition does not apply “to travel for professional purposes or similar activities, provided that: a declaration is made, under the commitment of honor, if the trip is made between municipalities adjacent to the habitual residence or in the same Metropolitan Area” or if they are “with the employer’s declaration”, if they work in a different place than where they live.

The restriction on travel between municipalities does not also apply to health professionals and other workers of health and social assistance institutions, as well as teaching and non-teaching staff of schools, civil protection agents, forces and services of security. , military, militarized and civilian personnel of the Armed Forces and inspectors of the Food and Economic Security Authority.

It also does not apply to travel by minors and their companions to schools, nurseries and leisure activities, as well as to students who travel to higher education institutions or other schools.

It also does not apply to the travel of users and their companions to Work Activity Centers and Day Centers and to the frequency of training and conducting tests and examinations, as well as inspections.

According to the resolution, the restriction also does not apply to travel to participate in procedural acts with judicial bodies or in acts of the competence of notaries, lawyers, attorneys, curators and registry officials, as well as for assistance in public services, always that have proof of the respective schedule, departure from mainland Portugal and travel of non-resident citizens to places of proven permanence.

Trips to see cultural shows are also exempt from limitations if the trip takes place between municipalities adjacent to the habitual residence or in the same Metropolitan Area and provided that they have the respective ticket and return to their habitual residence.

Thus, only workers who work outside the metropolitan areas of Lisbon and Porto or who do not work in a neighboring municipality with their home only need to have a statement signed by the employer.
