This Friday, Pedro Sánchez, President of the Spanish Government, guaranteed that the situation in Spain is “very serious” is that “Difficult months are coming”, appealing to the responsibility of all Spaniards. But that may not be enough and can lead to triggering state of alarm – the third most serious in the country and which allows the imposition of more restrictions – throughout the Spanish territory. The hypothesis is already being considered, although Sánchez would prefer not to have to reach that point, the Spanish press advances.
The state of alarm was described by Salvador Illa, Minister of Health, as the “optimal legal instrument to enact general nighttime restrictions” and was already applied between March and July of this year. Specifically, this instrument in Spain allows you to limit or restrict rights, such as the right to circulate or keep people and vehicles in certain places, enabling, for example, curfew.
“The situation is not comparable to that of March,” when the government was “forced to enact general home confinement,” Sanchez justified this Friday. And, therefore, the Executive wants to avoid this scenario, due to the “Consequences for social life and economic impact”.
However, the President of the Spanish Government is not opposed to providing the necessary legal support so that the autonomous communities can declare a state of alarm, if they so wish. And several managers of the autonomous communities have already come to request the application of the state of alarm: Madrid (which has already been applied in some localities), Valencian Community, Castilla y León, Murcia, Basque Country, Catalonia, La Rioja, Asturias, Navarra, Castilla. La Mancha, Extremadura and Andalusia are in favor, as they want to impose a curfew.
Pedro Sánchez is not in favor of a state of national alarm, but he also knows that he does not have enough support to enact it. And the largest opposition party, the PP, has already said that it does not want a new state of national alarm, although it is in favor of giving more power to the autonomous communities to decree the state of alarm.
The PSOE, Sánchez’s party, only wants to declare a state of alarm if it has the second party with the most deputies in the Congress of Deputies at its side, although it can only be decreed with the support of parties such as the coalition partner Unidos Podemos. o Citizens, who have already shown their support for the implementation of the state of national alarm.
For now, Sanchéz only asks for “social discipline”: “We need maximum collaboration, awareness and citizen discipline.” Spain has registered an increase in Covid-19 cases. The country broke a record for new infections last Thursday, registering nearly 20,000 cases this Friday.
