The Government clarified this Thursday that anyone who needs to travel between October 30 and November 3, when movement between municipalities will be prohibited, needs a declaration, the exceptions being the same as those applied at Easter.
The Council of Ministers approved this Thursday a resolution that determines the prohibition of circulation between the different provinces of the continental territory in the period between 00:00 hours on October 30 and 23:59 hours on November 3, weekend that corresponds to the Day. of All Souls.
“Rules are foreseen in all similar to those we had at Easter and, therefore, a set of labor and other exceptions and exactly the same test procedure for those exceptions that was defined,” replied the Minister of State and Presidency , Mariana Vieira to journalists. da Silva, in the briefing of the Council of Ministers.
Thus, according to the minister, it will be necessary to have a justification statement so that people can move during this period.
“The Government is aware that this is a very relevant weekend for many Portuguese – more in the north and center of the country than in the south – but for many families and throughout the national territory. We do it knowing that everyone has the right to express their pain and we have the duty to avoid gatherings, “he justified.
As for the cemeteries, “the time and the mode of operation are the responsibility of the local authorities and will continue to be during this period.”
“What we do is limit circulation to help families not join an activity that we know is charged with emotion and that would provide what, as we know in recent weeks, has been one of the main sources of disease transmission, family activities, “he added.
Understanding the meaning of the date, according to Mariana Vieira da Silva, “the Government decided to decree November 2 as a day of national mourning as a form of tribute to all the deceased, especially the victims of the pandemic.”
At the beginning of April, the Government decided to limit circulation in the Easter period due to the pandemic.
Thus, at that time, citizens could not move outside the municipality of residence, “except for health reasons or other reasons of imperative urgency.”
The restriction did not apply to health professionals and other workers of health and social support institutions, civil protection agents, security forces and services, military and civilian personnel of the Armed Forces, inspectors of the Food Safety Authority and Economic, political office holders, magistrates and leaders of the social partners “, provided that in the exercise of their functions, as well as in the performance of admitted professional activities.
The workers were then forced to circulate with “a statement from the employer proving that they are in the performance of their professional activities.”
