The resolution approved by the Council of Ministers and published in the DR on Wednesday night establishes the calamity situation in the national territory from 00:00 this Thursday until October 31, an increase in the alert level once that the country was in a contingency situation.

This is the maximum level of intervention foreseen in the Fundamental Law of Civil Protection.

In line with the presentation made on Wednesday by the Prime Minister, António Costa, the diploma recommends the use of the StayAway Covid smartphone application “by users of equipment that allow it” in work and school contexts, as well as the use of personal protective equipment, such as masks or visors in “access, circulation or permanence in public spaces and roads “.
Set of restrictive measures

The resolution also prohibits meetings on public roads of more than five people. The limitation also applies to other spaces for public use of a commercial nature and catering establishments, with the exception of people from the same household.

Family events, such as weddings or baptisms, are limited to a maximum of 50 participants and must adhere to physical distance guidelines and the use of personal protective equipment.

Universities and polytechnics are prohibited from holding academic celebrations or activities that are not academic or scientific in nature.

Freshman reception ceremonies, for example, involving student gatherings, are events that this resolution prohibits.

The Government will also reinforce the application of the standards applied in a pandemic context by the security forces and the ASAE, on public roads and in commercial and catering establishments.

Failure to comply, particularly in commercial establishments and restaurants, the fine to impose may be up to ten thousand euros.

The diploma also clarifies in subparagraph i) of the fifth point of article 10 that service areas and service stations are excluded from closing between 20:00 and 23:00.
