Guimarães closes cultural spaces after controversy with capacity in pavilion

The Guimarães City Council determined the temporary suspension of all shows in all cultural facilities of the municipality. The order comes the day after a comedy show in the multipurpose hall sparks controversy.

In a statement sent to JN, the Chamber determines “the temporary suspension of the shows currently programmed in all the cultural facilities of the municipality.” The measure is in force “until the Municipal Civil Protection, in which the health and safety authorities have a seat, after having listened to the managing entities of the municipal equipment that host shows, concludes the measures to be taken.”

The suspension is justified by the epidemiological situation that currently exists in the municipality of Guimarães, which according to the Chamber “requires the adoption of more restrictive regulations than those currently provided in the legal framework applicable to these situations.”

The decision follows a chorus of criticism from Internet users of a comedy show held this Saturday night at the multipurpose pavilion in Guimarães by the Tempo Livre municipal cooperative and the “Meio Termo” production company. The show brought together comedians Nilton, Ana García Martins (A Pipoca Mais Doce) and Hugo Sousa. It was an image published on Instagram by Ana García Martins that went viral and generated a chorus of criticism of the organization for the alleged lack of physical distance among the approximately 1,000 people who saw the program.

The exchange of Ana García Martins, whose photo is part of the stands of the show this Saturday, caused thousands of negative reactions. To a critic, the comedian replied: “People follow the rules that are imposed on them. If you think the rules are ridiculous or insufficient, you will have to complain elsewhere.”

On Facebook, the scene was the same, with thousands of people sharing the controversial image. “Whoever authorized this anomaly has only one possible way, to present his resignation. It is a lack of respect for all those who respect the confinement,” wrote Rui Correia, a member of the CDS bench in the Guimarães Municipal Assembly.

MULTIPURPOSE WE COMPLY WITH THE LAW

In a statement published on Facebook, Multiusos de Guimarães assures that it has complied with “all the guidelines and security measures imposed by the DGS and by the Resolution of the Council of Ministers No. 70-A / 2020”.

The resolution is the declaration of a contingency situation that establishes limits for the operation of various activities. In article 21 (1) (b) of said resolution, the multipurpose flag is right. In that rule it can be read that “the operation of the show halls is allowed” provided that “the occupied seats have an interval between spectators who are not living together, and in the next row the occupied seats must be disagree”.

In other words, the resolution of the Council of Ministers does not establish any obligation of physical distance between spectators in closed spaces, except for the interval of a chair between spectators. In the case of outdoor spaces only, the mandatory distance is 1.5 meters, but it was not.

The statement from the multipurpose pavilion also explains that the capacity of the hall was less than half: “In a hall layout with a capacity of 2,466 seats, only 964 seats were occupied, which corresponds to 40% of the capacity.” Thus, they conclude, Multiusos de Guimarães “surpassed this test of its ability to organize events with total security for the participants, and the excellent behavior of the public contributed to this.

Guimarães is one of the regions of the country with the most cases of covid-19 since September, with a daily average of more than 20 infected per 100,000 inhabitants in the last two weeks. There are also outbreaks in at least three homes, one in the Senhora da Oliveira Hospital and more than 10 classes in isolation in that municipality.
