The construction of the access to the port of Viana do Castelo will proceed with the felling of 30 trees on Avenida do Cabedelo, but with environmental considerations, said today the president of the neighborhood association of that artery.

Vítor Dinis, who addressed the Lusa agency at the end of a meeting in the Chamber of Viana do Castelo, convened as a result of an alternative presented by residents of Cabedelo to prevent the felling of up to 12 of the 30 trees, explained that it will be formalized the agreement reached today in the next few days.

“The counterparts are materially relevant in the medium and long term, that is, the reforestation of Avenida do Cabedelo, with adult-sized specimens from other areas of the Darque parish. The memorandum of understanding will also contemplate the schedule for carrying out this afforestation. Immediately, there is a commitment on the part of the Chamber to qualify and classify the trees located upstream and downstream of the roundabout to be built as of Municipal Public Interest ”, he specified.

It is about the construction of an access roundabout to the city’s maritime port, on Avenida do Cabedelo, in the parish of Darque, on the left bank of the Lima River, which should have started on September 11, but was stopped by Neighbors who dispute the killing of 30 of the 170 bananas in the 628 meters of that artery.

Last week, the neighborhood association presented an alternative solution that proposed the repositioning of the roundabout, saving the slaughter of about 12 bananas.

At the time of Lusa, the mayor, José Maria Costa, described the proposal as “interesting”, promising to assess, with the design team, its viability and today pointing out the final decision that will be taken during the meeting that took place with the association. of residents.

According to Vítor Dinis, the municipality said that “the proposal did not receive a green light from the Administration of the Ports of Duero, Leixões and Viana do Castelo (APDL), since it represents an additional expropriation of three thousand square meters of land.”

“Also in the understanding of the Chamber’s design team, part of the trees that we wanted to preserve would have to be cut down to guarantee access for special transport vehicles to the seaport. It is the understanding of the Chamber that the cost / benefit would be at stake, ”he said.

Lusa contacted the socialist mayor, but still without success.

Vítor Dinis said that the socialist mayor left his word that the felling of trees “will never advance before the formalization of the understanding” reached today.

“It is a comprehensive agreement, which safeguards environmental, landscape and road safety issues that we would not have reached if we had not taken the initial position,” he said.

Vítor Dinis guaranteed that throughout the impasse, the association “assumed a position of common sense and a search for balance between the environmental and the economic aspects.”

“As it is an infrastructure of interest to the entire municipality and the region, we think that this dialogue brought a set of counterparts that we would not have achieved if we had not acted as we did. This agreement, however, is beneficial for Cabedelo, ”he said.

Stopped since September 11, the last phase of the three million euro contract aims to improve access to the seaport in order to “attract new economic activities to the port’s area of ​​influence, reduce the operating costs inherent to the connection times by road from Porto to the main centers of activity, to reduce noise and polluting emissions, increase road safety and contribute to the decongestion of road traffic, eliminating heavy traffic from urban roads ”.

The construction of the road accesses to the seaport began in February 2019. The new 8.8-kilometer-long accesses have been claimed for more than four decades and will have two 3.5-meter-wide lanes and represent a investment more than nine million euros.

The work is financed by the City Council of Viana do Castelo and the Administration of the Ports of Duero, Leixões and Viana do Castelo (APDL).
