Appointed this Tuesday as the new president of the Court of Accounts and presented as a continuity solution, José Tavares was removed by Vítor Caldeira, the outgoing president, from the position of director general of said court in February of this year. Caldeira’s decision was presented internally as a necessary renewal, taking into account that Tavares had been general director of the TdC since 1995. That is, he had held the position for 25 years.

José Tavares has not been the general director of the TdC since February 2020. As can be seen on the page of the Court of Accounts and on Linkedin, Tavares left that position in February, having assumed the position of judge advisor to the court and was placed in the 2nd section. Tavares was replaced by Paulo Nogueira da Costa, a doctor of law from the University of Coimbra, who took office in March 2020.

According to the Observer, the replacement of Tavares by Nogueira da Costa arose from a decision by President Vítor Caldeira himself and was presented internally as a renewal. An argument that was understood by José Tavares when he held the position of CEO for some 25 years, and is even seen as a brown eminence of the Court of Accounts.

In addition to the renewal, Vítor Caldeira wanted to make a clear separation between the functions of director general and those of chief of staff of the president of the court. All because José Tavares held both positions, that is, during the presidency of Guilherme Oliveira Martins, of whom he was a true number 2 and right hand man.
