The Public Ministry found that the three SEF inspectors charged with the murder of a Ukrainian citizen at Lisbon airport in March had behaved inhumanely, causing him serious bodily and psychological injury.

The three inspectors from the Immigration and Border Service (SEF) accused of homicide classified as co-authorship – Bruno Sousa, Duarte Laja and Luís Silva – have been under house arrest since their arrest on March 30.

The details of the crime

According to the prosecutor’s order, to which the Lusa agency had access today, the defendants handcuffed Ihor Homeniuk with his arms behind the body and, punching, kicking and hitting with the stick, struck him on various parts of the body, namely, on the rib cage, causing him death by mechanical asphyxia.

The prosecution criticizes the fact that the three defendants and other SEF inspectors I’ve tried my best to skip to the Public Ministry (MP) the events that culminated in the death of the citizen, in the Temporary Installation Center of the Lisbon Airport, even informing the Public Ministry that Homeniuk “was affected by a sudden illness.”

The victim was prostrate, but the inspectors continued

The accusation is described that the defendants, specifically Luís Silva, equipped with an extendable cane, and Bruno Sousa, with a pair of handcuffs, went to the room where Ihor Homeniuk was and after handcuffing him with their hands behind his back and binding his elbows with bandages, “they gave him an unknown number of punches and kicks.”

The victim was already prostrate on the ground and the inspectors continued to kick the log, demanding at the same time and shouting that he be quiet.

According to the prosecution, some guards approached the doctors’ office and opened the door, and were immediately admonished by Inspector Duarte Laja, who fired them saying: “This is so that no one can see it.”

Twenty minutes later, the defendants left the scene, leaving the Ukrainian citizen in the prone position, handcuffed and with his feet tied with bandages, and as they did so, one of them told the security guards “now he is calm.” the other inspector has stated: “This today, I don’t even need to go to the gym anymore”.

For this reason, the MP considers that the attacks caused Homeniuk physical pain, high psychological anguish and breathing difficulties, which caused his death on March 12.

In addition to the crime of qualified homicide, the defendants Luís Filipe da Silva and Duarte Laja are accused of possession of a prohibited weapon.

The MP also decided to extract a certificate to investigate the practice of possible crimes of document falsification.
