The driver was using the machine to remove pipes from a drainage work Monday morning when he felt a jolt, CNN wrote.
The Oceanside Police Department spokesman said that according to reports from the man driving the machine, it was only when he looked back that he realized he had run over a person.
The same newspaper reports that a surfer said the woman had been lying there for several hours, authorities believe she was homeless.
